Research On The Government Governance In Renewal Of Old Residential Areas And Its Optimization

In China,urban construction has entered the era of "increment" from "stock",and urban renewal will gradually become the main way of urban construction.Experienced the way of demolition and reconstruction,urban renewal activities have begun to move towards management improvement and comprehensive renewal,and urban renewal objects have changed from large-scale to small-scale.Therefore,the renewal of old residential areas has become the focus of urban renewal activities.In 2020,the central government proposed to promote the renewal of old residential areas and planned to complete the renewal of old residential areas built before 2000 within 5 years.However,various problems have arisen when implementing this policy,such as corruption and bribery,poor project quality,delayed construction period,poor construction management,etc.These problems have not only seriously affected the renewal effect but also affected the government’s image.In the process of the renewal governance of old residential areas,the government not only plays an important role in collaborative governance but also is the designer and the decision-maker of the entire governance model.The government needs to bear the main responsibility for the failure of renewal governance.Therefore,in addition to thinking about the impact on residents and the market,it is also necessary to systematically analyze the renewal governance of old residential areas from the perspective of the government,decode the governance model,and clarify the barriers which affect governance and put forward suggestions.Firstly,based on several theories and combined with research background and literature review,the article defines the related concepts and constructs a theoretical analysis framework for government governance in the renewal governance of old residential areas.Secondly,the article sorts out and compares the five stages of renewal of old residential areas in China and summarizes the governance model of each stage.Then,based on the theoretical framework,the article attempts to decode the governance structure and governance tools of government governance.Thirdly,the article obtained the barriers of government governance and made a judgment on the relationship between the barriers through literature analysis and expert interviews.On the basis of the evaluation of the factor relationship,the social network analysis method is used to visualize the factor relationship and identify the key barriers.Fourthly,the article analyzed the influencing path of barriers under the governance structure and governance tools.Fifthly,based on the meta-governance theory and the holistic governance theory,this article proposed countermeasures and suggestions to optimize the government governance model.The research results show that the renewal governance of old residential areas is a collaborative governance model under meta-governance,in which the government plays the role of meta-governor.content.The government governance structure is generally divided into four levels: city,district,street,and community,and each level has its specific tasks and functions.In the process of governance,the government used 20 governance tools and formed four main governance types.A total of 67 barriers were encountered during the implementation of the government governance model,30 of which were more critical.Under different governance levels,the key barriers are different and the action mechanisms of the barriers are also different.Under the governance tools,9 action paths of barrier categories can be found,and the failure of the bottom governance tools will have a negative impact on the top governance tools.The improvement of government governance efficiency needs to follow the principles from micro to macro,from commonality to difference.Therefore,the article first considered solving the surface obstacles,then considered the optimization of the government governance model from the outside to the inside,and finally put forward suggestions to promote urban development.The article establishes a theoretical prototype of the renewal governance of old residential areas,decodes the government governance model,and clarifies the barriers of the implementation of government governance,and put forward optimization suggestions,which provide theoretical support and practical guidance for further researches and implementation of the renewal of old residential areas.
