Research On Multi-stakeholder Collaborative Governance Of Urban Renewal Projects In China

In recent years,urban renewal has become the way to realize the development of new-type urbanization in China.It has been implemented in major cities in China,which has effectively improved the urban appearance,improved residents’ living standards,and promoted the development of urban economy,culture and other aspects.However,the implementation of an urban renewal project will involve many stakeholders with diverse interests,and it is easy to cause complex conflicts,preventing the cooperation among multiple stakeholders,interfering with the efficiency of governance and affecting the achievement of goal.Therefore,the collaborative governance of multiple stakeholders in the process of urban renewal has gradually become the focus of social and academic research,and more and more attention are paid to the participation of other subjects except the government in urban renewal,so as to improve the quality and efficiency of urban renewal.Exploring the resources and capabilities of each stakeholder and effectively integrating them can achieve a reasonable distribution of power and interests,promote collaborative governance among stakeholders,and promote the implementation of urban renewal projects.Therefore,under the current background of urban renewal,it is necessary to explore the potential logic of multi-stakeholder collaborative governance from the perspective of stakeholders by analyzing the governance power of each stakeholder on conflict issues.Based on stakeholder theory,whole life cycle theory,power theory,collaborative governance theory and other theories,this study combined the characteristics of urban renewal projects and the research status of collaborative governance,applied threedimensional model,literature research,case analysis,expert interview,questionnaire survey,2-mode social network analysis and other methods.The collaborative governance of stakeholders in urban renewal projects is deeply explored and studied.Firstly,on the basis of combing and summarizing relevant literature,the concepts of urban renewal,stakeholders,governance power and collaborative governance are defined,and the relevant theoretical basis and application in this study are elaborated.Then,using the method of three-dimensional model and expert interview method to identify the urban renewal projects 12 stakeholders,using literature research,case analysis and expert interview method to identify the 33 conflict problem in the process of urban renewal projects implementation,the urban renewal projects list of stakeholders and conflict;Then,based on the list of stakeholders and conflict issues,the questionnaire was designed and data were collected,so as to construct the 2-mode data matrix and relationship network of "stakeholder-conflict problems" in the urban renewal project.With the help of the four indexes of whole network density analysis,centrality analysis,correspondence analysis,core-edge analysis in the 2-mode social network analysis method,the relationship between stakeholders,the relationship between conflict issues,the relationship between stakeholders and conflict issues are investigated.The core stakeholder and the marginal stakeholder,the core conflict issue and the marginal conflict issue are determined.Finally,based on the results of the network analysis,this paper analyzes the key points of collaborative governance from the three dimensions of governance subjects,governance contents and governance process of urban renewal projects,puts forward the construction idea and framework of multi-stakeholder collaborative governance mechanism of urban renewal project,and constructs a collaborative governance mechanism based on internal coordination mechanism and supported by external guarantee mechanism.The internal coordination mechanism,based on the existing governance relationship network,realizes internal coordination from four ways:strengthening existing relationship,establishing new relationship,forming alliance and enhancing communication.The external guarantee mechanism realizes the external guarantee from three aspects:policies and regulations,system construction and introduction of external organizations.From the perspective of the governance power of stakeholders on conflict issues,this study further explores the cooperative relationship between stakeholders of urban renewal projects and expands the research perspective of collaborative governance of urban renewal projects.By constructing a collaborative governance network between stakeholders and conflict issues,this study analyzes the key points of collaborative governance among stakeholders and reveals the potential logic of collaborative governance among multiple stakeholders of urban renewal projects.This study takes urban renewal project as the research object,studies the governance power of stakeholders on conflict issues,and uses social network analysis to analyze the governance power,which extends the research thinking of engineering project governance and has certain guiding significance for engineering project governance.
