When talking about study of the Constitutional theory and the application ofConstitution,most of the learned men take a macroscopic view.However author ofthis paper thinks that it is more meaningful to analysis Particular cases from daily life.This paper tries to discuss the reason why the Chinese special investigation committeecan’t be put into use,from the text and operation mechanism. At the same time, it isusually heard that the special investigation committee runs normally in some foreigncountries. Thus it is necessary to make a comparison so as to get useful informationand be helpful to the application of the Chinese special investigation committee.This paper consists two parts. The first part deals with some background material.Author of this paper discusses about the present situation of application about theChinese special investigation committee, and makes an analysis about the practice ofspecial investigation in UK, aiming at obtaining some useful experience.While thesecond part tries to give some suggestions and make the Chinese special investigationcommittee a practical system. In a word, the second part is the nucleus of the paper.
