"Governance" belongs to the category of public management.Since the 18th National Congress of the Communist Party of China,the Party Central Committee has formulated and implemented a series of policies and measures related to grassroots governance.From the perspective of public policy,the "Proposal of the Central Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and the Vision for 2035 highlights "building a new pattern of grassroots governance".The "Opinions on Strengthening the Modernization of Grass-roots Governance System and Governance Capability" issued by the Central Committee of the Communist Party of China and the State Council in 2021 pointed out that "strive to use about five years to establish a unified leadership of the party organization,the government fulfilling its responsibilities in accordance with the law,the active coordination of various organizations,the extensive participation of the masses,and the combination of autonomy,the rule of law,and the rule of morality".Grassroots governance is the cornerstone of national governance.With the continuous acceleration of urbanization in my country,the tasks of streets and communities,which are the basic units of urban grassroots governance,will become more arduous.Emerging youth groups refer to young people aged 35 and below among new economic organizations,new social organizations,new media practitioners and freelancers.Promoting emerging youth groups to better participate in urban grassroots Governance is an inevitable requirement to stimulate the vitality of grassroots organizations and serve the modernization of urban grassroots governance systems and governance capabilities.By sorting out and comparing public policies related to emerging youth groups and grassroots governance,this paper takes emerging youth groups as the research object,adopts literature method,questionnaire survey method and interview method,and takes Wujiang District of Suzhou City as an example to sort out the participation of emerging youth groups.The author sorts out the status quo of emerging youth groups participating in grassroots governance,and summarizes the main problems in three aspects.First,emerging youth groups have insufficient motivation to participate in grassroots governance;secondly,there are few platforms for emerging youth groups to participate in grassroots governance;thirdly,emerging youth groups play a limited role in participating in grassroots governance.The reason is mainly reflected in its own ability level,organizational guidance,coordination and incentive policies.In this regard,it is necessary to choose appropriate policy tools to take the following countermeasures:The first is to improve the level of ability by cultivating public spirit,the second is to improve the degree of organization by enhancing organizational identity,the third is to strengthen the synergy of all parties by strengthening collaborative governance,and the fourth is to stmulate vitality by optimizing incentive measures...
