| Agricultural science and technology talents are key factors that affect agricultural production,progress,and promotion.The development of agricultural and rural modernization in the new era depends on the contingent of agricultural science and technology talents.The No.1 central document of 2018 pointed out that rural revitalization must put human capital development in the first place and solve the talent bottleneck problem.In 2023,the No.1 central document proposed to strengthen the construction of agricultural science and technology talent team,implement the cultivation plan of high-quality farmers,carry out the cultivation action of rural entrepreneurship leaders,deepen the integration of industry and education and the cooperation of agricultural colleges and universities,and improve the cultivation mechanism of agricultural science and technology talents.In March 2023,the CPC Harbin Municipal Committee and the Harbin Municipal People’s Government issued the"30 New Policies for Talents",proposing to cultivate a group of talents for the revitalization and development of rural industries,cultivate talents to assist in rural revitalization,and provide a reward of up to 100000 yuan for outstanding contributions to enhancing the brand value of local organic and green agricultural products,driving the growth of regional public brand value,or cultivating emerging agricultural products and geographical indication product brands.Since 2018,the No.1central document has emphasized the importance of agricultural science and technology talents,which have become an important driving force to promote high-quality development of agricultural economy and improve the level of agricultural modernization.Based on the above background,taking the construction of agricultural science and technology talent team in Heilongjiang Province as the research object,based on human capital theory,competency theory,incentive theory,and government function theory,this paper analyzes the promotion of agricultural science and technology talent team construction by Heilongjiang Provincial Government using literature research,hierarchical analysis,fuzzy comprehensive evaluation,and comparative analysis methods,It is found that there are some problems in the construction of agricultural science and technology talent team in Heilongjiang Province,such as unreasonable talent introduction structure,imperfect talent cultivation mechanism,imperfect talent incentive system,and imperfect talent evaluation mechanism.The cause of these problems in the construction of agricultural science and technology talent team lies in the lack of talent introduction,cultivation,evaluation,and motivation by the Heilongjiang Provincial Government.Based on the advanced experience of domestic and foreign governments in promoting the construction of agricultural science and technology talents,this paper proposes countermeasures and suggestions to strengthen the attraction mechanism for agricultural science and technology talents,improve the cultivation mechanism for agricultural science and technology talents,improve the incentive mechanism for agricultural science and technology talents,and improve the evaluation mechanism for agricultural science and technology talents. |
