| The 19th Party Congress report proposed to "transform government functions,deepen the decentralization of government" and "build a service-oriented government that satisfies the people.As the construction of service-oriented government continues to advance,convenience service centers have been established in various regions.The township convenient service center concentrates the external service functions of the grassroots government,provides high-quality "one-stop" public services for the local masses,alleviates the "difficult to do" problem of the masses,becomes the main position of the government to serve the masses,and is an effective measure for the government to transform its functions and strengthen its services.It is an effective measure to transform the government’s functions and strengthen its services.However,with the rapid development of the economy and society,the people’s demand for government public services has become increasingly strong.How to further strengthen the construction of the people’s service system,and promote the township convenience center operation optimization,has become an important issue to improve the scientific level of social management.In order to further improve the grassroots social management and service system,in recent years,Cangnan County,Zhejiang Province,focusing on the goal of creating a "doorstep approval",deep grasp of institutional settings and platform construction,to township institutional reform as an opportunity to actively seek the support of relevant departments to cooperate,the government service center as a township internal institutions for standardized settings,to further To clarify the responsibilities of township centers,establish grassroots convenience service centers in 18 townships in the county,centralize 43 items of 15 departments,and actively promote the extension of "the most run once" to the grassroots.Taking Cangnan County of Wenzhou City as an example,this paper analyzes the current situation and problems of the operation of township convenience service centers in Cangnan County,adopts questionnaires and interviews to face the multiple obstacles faced by township convenience service centers in the optimization of operation,and derives from the point to the surface of the operation of township convenience service centers in Cangnan County,such as the lack of decentralization of affairs,imperfect platform construction,poor departmental coordination,and insufficient service functions.The reason for this is that the administrative functions are limited,the integration of resources is not in place,and an effective coordination mechanism is not established and the service consciousness of the staff is lacking.Based on this,the author believes that the key point to solve the problem is to fully empower the administration,further improve the standardization of the platform,strengthen the departmental coordination mechanism and service innovation,and put forward corresponding countermeasure suggestions.Through this study,the development direction of the township convenience service center in Cangnan County is indicated,which will help the local government transform government functions,provide more convenient government services for the masses and enterprises,and enhance the soft power of local economic and social development,thus providing useful reference for the township convenience service center in the city and even in the province. |
