| Since 1990s,local governments in China have set off an upsurge of building convenience service center.China has initially established five level service network system of provinces and counties recently.In 2020,the Fifth Plenary Session of the 19th Central Committee of the CPC proposed to build towns as a regional center serving farmers.As an important platform for providing public services in towns,the importance of township convenience service center is self-evident.However,compared with the development of the three-level convenience service center in the province,county and city,the development of township level convenience service center is relatively lagging behind.In the process of development,the Township convenience service center also encountered some bottlenecks,which needs further improvement and development.But in the current academic research,the number of researches on Township convenience service center is less,so it is urgent to fill in the gap.The theory of holistic governance is proposed to solve the problem of government fragmentation,emphasizing the importance of using information technology in current government governance,and the goal is to provide high-quality public services without gaps for the masses.This theory is highly consistent with the internal logic of the construction of the convenience service center.Therefore,this paper chooses the holistic governance theory as the basis,mainly adopts the case analysis research method,to study the convenience service center of HS Town,Henan Province,and in the logic of the text to follow the status quo introduction,find problems,analyze the problem,and finally solve the problem of research ideas.Taking the convenience service center of HS town as the main research object,the paper first introduces its basic situation,introduces its holistic governance foundation from the aspects of value goal,governance means,governance tools and organizational culture,and analyzes the difficulties faced by the construction process of the service center.Then,the paper introduces the holistic governance cases of some excellent Township convenience service centers in China,compares with the construction of HS Town,and draws lessons from the comparison.On the basis of this,the paper analyzes the causes of the difficulties faced by the service center in HS Town:the effect of human resource integration is not ideal,the planning of service mode is unreasonable,the construction of online service platform is not perfect,etc.Then,the paper puts forward the optimization path of the construction of the convenience service center in HS Town,which needs to be re-integrated with human resources,reform the service mode and increase the investment in the intelligent construction.Based on the analysis of the typical case of HS town convenience service center,the paper summarizes the successful experience and shortcomings of the construction,and puts forward some suggestions for the construction of the township convenience service center in China.In the future,the construction of township convenience service center in China should be orderly promoted under the guidance of the holistic governance theory,the value target targeted at the mass demand should be defined,the coordination and integration should be strengthened to realize the one-stop service,the information technology foundation should be well built to build the intelligent service center,and the active service team should be built to build the personnel foundation.The township convenient service center will be built into a high-quality platform for grass-roots public services. |
