A Research On The Industrial Practice And Action Logic Of Rural Elites

Rural industrial development plays a fundamental role in rural vitalization and is the biggest driving force and potential for rural vitalization.Because of their special position in the village field,the rural elite has become the key group in the rural social structure and plays an important role in promoting the development of rural industry.Although previous studies have recognized the dominant role of rural elites in industrial development,they have failed to present in detail the resource constraints of rural elites in the village field and the micro-interaction process and practical logic in the cultural scene.Based on this,this study combined the macro-temporal and spatial background with the village situation,selected GUI Village in Shandong Province as a case,used the observation method and interview method to collect data,reviewed the practice process of rural elites in industrial development,and explored the action logic behind the participation of rural elites in rural industrial development.It is found that the industrial practice of guiccun village elites has experienced three stages: establishing the industrial foundation based on agriculture,adjusting the industrial structure by entering the tourism industry and realizing industrial upgrading through industrial integration.Under the background of lack of village resources,decline of publicity and marginalized operation of collective organizations,the village party secretary and large farmers revitalized the village resources and laid the foundation for industrial development through land transfer and restructuring of aquaculture industry.Secondly,the village party secretary actively strives for government projects,the returning elites invest in rural tourism,and the village absorbs resources outside the village to promote the transformation from agricultural village to tourism village.Finally,elite cooperation strengthens project connection,builds a complete industrial chain,and promotes industrial complementarity to achieve integrated development.The above mentioned industrial practice process contains the dual logic of individuality and comprehensiveness of rural elite action.It is mainly reflected in the following aspects: first,the difference of rural elites’ own resources shapes the basis of elite action,and the individual’s emotional connection to the village and the difference in the perception of policy environment form the internal and external thrust of elite action and promote elite to participate in industrial development;Secondly,the unique structural position of the rural elites strengthens the action effect of the rural elites,the industrial interest connection between the elites promotes the cooperative action of the rural elites,and adjusts the social relations with the help of local ethics,thus resolving the practical conflicts of the rural elites.The author believes that the emotional identity of rural society is the driving factor for the rural elites to actively participate in the development of village industry,while the diversified resource base and structural social status are the key factors for the rural elites to promote the smooth development of industry.It can be said that the industrial practice of the rural elite is the mutual construction of the rural elite and the village structure.It should be noted that,while giving play to the leading role of elites,we should not ignore the cultivation of villagers’ autonomy and prevent the crowding out effect of centralized transfer of land on the original operators.Only by establishing a long-term mechanism for rural industrial development can rural areas be truly revitalized.
