A Study On The Generation Mechanism Of Rural Endogenous Power In Rural Environmental Governance

Rural revitalization strategy includes “ Ecological Livable ” in the revitalization policy,and rural environmental governance has become an important part of Rural Revitalization Strategy.At present,most of the rural environmental governance work is carried out under the impetus of administrative power.And there are many problems such as the lack of villagers’ subjectivity and rural endogenous motivation.Relying solely on the power of the government or the market cannot achieve the goal of rural revitalization,and can not really benefit the villagers from the results of environmental governance.The national policy documents about Rural Revitalization have repeatedly mentioned stimulating the endogenous power of rural development and strengthening the self-development power of agriculture and rural areas.The importance of rural endogenous power in rural construction has gradually become the consensus of academic circles and government decision-making departments.Studying the practical mechanism of rural endogenous power in rural environmental governance can provide a feasible path for stimulating endogenous power in the construction and development of rural areas.Taking the environmental governance of Cangxia Village in Huanggang City,Hubei Province as an example,this paper deeply describes the process of environmental governance in Cangxia village,and uses the methods of participatory observation and indepth interview to insert the horizontal logic’ endogeneity’ from the longitudinal process that is time line,trying to explore how the rural endogenous motivation is stimulated and continued in rural construction.The study found that with the increasing degree of farmers’ organization and villagers’ deepening participation in village public affairs,the process of village construction in Cangxia Village can be divided into three stages: in the initial stage,Cangxia Village established an autonomous organization which based on village social network and traditional cultural resources,and under the background of scarce resources and lax organization.With the development of the Construction of Beautiful Country,Cangxia village successfully seized the opportunity period of national policy with the spontaneous Village Environmental Governance achievements completed in the early stage and the organizations accumulated in the process of environmental governance,and then improved its resource integration ability through institutionalized organizational form,and then further improved the organizational level of villagers.After the completion of the beautiful rural construction project,Cangxia Village has entered the stage of rural industrialization operation.Through the integrated management mode and the balanced benefit distribution mechanism,the villagers’ dominant position and endogenous power in rural industrial operation are ensured.The study also found that the injection of external resources is indispensable in the process of endogenous development in villages,but the key is to promote the internal transformation of external resources and enhance the endogenous power.To sum up,the stimulation and continuation of rural endogenous power is the core issue of the effective promotion of rural construction in China.Through the organization mechanism to enhance the villagers’ dominant position of villagers in rural construction,and then form the endogenous power of rural construction.
