Study On Mechanism Of Citizen Participation In Livelihood Projects Decision-Making Of Futian District Of Shenzhen

Citizens participate in government public decision-making is an important embodiment of democratic political progress.Perfect public decision-making mechanism is an important basis for citizen participation.It is necessary and meaningful to explore a new mechanism for citizens to participate in public decision-making,which realize government decision-making involving the vital interests of the people changed from "making decisions for the people" to "making decisions by the people ".It can promote the transparency and democratization of government decision-making.Futian District livelihood projects originally operated under the mode of government decision-making,citizens only participate in the opinion and suggestion link,and the sense of citizen participation was insufficient.However,such projects in the field of people’s livelihood involve the vital interests of the citizens,and the citizens have a strong sense of experience.It is a meaningful exploration to hand over the livelihood projects decision-making power to the citizens.This paper takes citizen participation in public decision-making mechanism as the research topic.The decision-making subject and process are the main object of this study.And the behavior public management and the public choice theory are the main theoretical of this study.Combines the theory with the practice,this paper analyzes the present decision-making way of the livelihood projects in Futian District and lists some problems of the way.Combines with the practical work,a mechanism for citizen’s participation in public decision-making is also designed and practiced in this study,which includes“Voting-Supervision-Evaluation”.According to the characteristics of people’s livelihood projects and the attributes of government investment projects,it is proposed that the citizens and the government should be the main body of the proposal.On the basis of the feasibility study and standardized design of the candidate projects by the government,the representatives of citizens make the difference decision in the form of "vote" to determine the livelihood projects;the government departments implement the livelihood projects according to the public decision-making,and accept the process supervision of the citizens;after the implementation is completed,the representatives of citizens make the difference decision in the form of "evaluation" to determine the advantages and disadvantages of implementation of livelihood projects.To ensure the smooth operation of the mechanism through the four dimensions of organization,function,policy system and project organization.This paper takes the practical project of Futian District people’s livelihood as a case,designs the implementation process of the public participation in the public decision-making mechanism,puts forward the guarantee measures for the implementation of the mechanism,and expounds the suggestions of realizing the participation of citizens in public decision-making through the replication and promotion of the mechanism experience.Under the public decision-making mechanism designed in this paper,it is beneficial to promote the public decision and promote the government work from "for the people",promote the combination of the people’s livelihood projects and the needs of the practical projects,and promote the more openness and transparency of various government decisions.
