Citizen Participation In Public Decision-making In Of Our Government

Public decision-making is the starting point of the government public administration activities and throughout the whole course of public administration, besides, it is the basis of government to provide public services and the main means of governance in the public domain. Whether the presence of citizen participation in public decision-making process, whether the public decisions meet the demand of the interests of the citizens, to determine whether the public decision-making with scientific nature, rationality and feasibility of enforcement. In this level, the citizen participation in government public decision-making is the logical starting point of administrative democracy and core content. So far, the institutional system of citizen participation in public decision initially built, autonomous sense of participation of citizen is increasing, the means of participation are more and areas of participation are extensive. Nevertheless, some local governments still ignore citizen participation in public decision-making, the crisis of government decision-making occur frequently, the image of government is damaged seriously and the trust relationships between government and citizen is in jeopardy. This paper reviews the entire process of Planting Trees Events in Qingdao and analyzes citizen participation and government response of the Events in detail, thus analyzes the main problems and reasons of citizen participation in public decision, then proposes concrete solutions in accordance with democratic administration theory, new public management theory and governance theory. This paper is divided into seven parts:The first part, focused on describing the background and significance of the citizen participation in public decision and analyzing the research status of this issue at home and abroad, then elaborating the ideas and methods of this study.The second part, defining the basic concepts which is related to citizen participation in public decision-making, then combe theories about it.The third part, it is a brief description about the value and some progress at the present stage of citizen participation in public decision-making. The fourth part, describing Planting Trees Events in Qingdao in detail, then analyzing citizen participation and government response of the Events in detail, making judgments that government neglected citizen participation in public decision-making, did not attach importance to the public disclosure of information and did not understand the real needs of the public and so on, at last the government was evolved into the antithesis of the public, undermining the trust relationship. The Events diffracts that even though in the premise of initial establishment of institutional system of citizen participation, self-awareness of citizens and more diverse means of participation, government dose not be more open and mature in public domain decision.The fifth part, focused on analyzing the many issues of citizen participation in public decision, for example, bureaucracy decision pattern is prevalent in government and the government neglect citizen participation, government policy response is not timely, citizen participation mechanism is not so good and the capacity of civics participating public decision-making of government is in lack. Then through in-depth analysis, we summarize the cause of the problems from three aspects:the influence of the traditional decision-making environment, the restriction of citizens own psychological factors and lack of social organization development.The six part, it is about the solutions to the problems of citizen participation in public decision-making. Firstly, aimed at promoting the building of service-oriented government, we need to establish a people-oriented concept of governance and change decision-making model of government to help the becoming of atmosphere of diverse subjects involved in negotiations. Secondly, we shoud improve the government responding mechanism. Thirdly, we must improve the system of citizen participation, for example, the government decision-making of the hearing system, public system, expert consultation system. At last, we should train sense of civic participation in organizations and develop social organizations, to improve the ability of citizens to participate in organized.The seven part, it is about the conclusion of this paper.
