In essence, modern Government's Administrative decision-making is that the Government makes decision On behalf of the wishes of the public. If the decision includes citizen Participation and conform the Public interest, it is reasonable and practical. On the contrary, it can't be carried out. In this sense, citizen Participation is the logical starting point and central content of democratic administration. The degree of citizen Participation has become an important index of the government administrative level.At present, as our society is undergoing dramatic changes of social structure, our governance model is in by the control-oriented government to a service-oriented government of changing phase. Because of this, in the 90's 20th century, the deliberative democracy theory came into being. It advocates rational public consultation, that is, by discussion, deliberation, dialogue and exchanges to achieve consensus on legislation and decision-making. It is authorized, overt and responsible. Its implementation has stimulated political involvement and civic autonomy, and has promoted the legalization of the decision-making. At the same time, its implementation also trains public spirit and stimulates the understanding between different cultures. As a kind of new democratic theory and institutional, Deliberative Democracy plays important role in promoting the citizens participate the administrative decision-making.From this background and related concept, the writer elicits the theoretical foundation: Deliberative Democracy.Using this theory, the writer analyzes the necessity of citizen participation in administrative decision-making. Linked the citizen participation in administrative decision-making in developed countries such as Japan and Britain, the writer analyses the status quo and existing problems and the causes of citizen participation mechanism in China. On the basis of practice and theory, construct a kind of practical citizen participation mechanism. Finally, by examples, the writer looks into the bright future of citizen participation mechanism in administrative decision-making. Combined with the present situation at home and abroad, the purpose of the article is to create a kind of dynamic citizen participation mechanism in administrative decision-making, break the old static research for Better development.
