C Research On The Problems And Improvement Of The Municipal Government’s Purchase Of The "three Left-behind" Service System

Government purchase of public services is an important policy tool to innovate the way government public service suppliers in China.Its essence is to realize the transfer of government functions through the introduction of market competition and enhance the efficiency of government public service supply to meet the demand of society for public services.The system of government purchase of public services is an important institutional guarantee for the effective supply of government public services,and the stability,continuity,and efficiency of the purchased services can be maintained by employing the system.Based on new institutionalism,the article outlines the connotation of government purchase of public services based on the current situation of domestic and foreign research,and analyzes the contingent status of government purchase of public services system from the national level in the dimensions of government purchase and undertaking subjects,purchase contents,purchase procedures,and evaluation of service results.It also compares the actual status of the C government’s public service purchasing system with specific cases in terms of government purchasing and undertaking subjects,purchasing contents,purchasing procedures,and evaluation of results,and finds that the C government’s public service purchasing system lacks institutional clarity,institutional systemic ness,and institutional binding force,and analyzes the causes of the problems in depth.The following conclusions are drawn: insufficient all-round system designers,insufficient execution ability of system implementers,and insufficient participation of the public are the reasons for the problems in the C government’s purchase of public service systems.By strengthening the top-level design of the government procurement public service system,improving the implementation of institutional practice,and expanding the public’s participation in system construction,the development and improvement of the government procurement public service system can be effectively promoted.The article consists of seven parts,which are summarized as follows.The first chapter is the introduction,which mainly explains the origin and significance of the article,and compares the current situation of related research at home and abroad,based on which the possible innovations of the article are summarized.The second chapter is a conceptual definition and necessity study.Based on the conceptual definition,the article analyzes the current situation of the government purchase public service system from the national level by focusing on four aspects,including the government purchase and undertaking subjects,the content of the purchase,the purchase procedure,and the evaluation of the service results.Chapter 3 is a case study to objectively describe the actual situation of the public service purchasing system of the C government,which contrasts with the natural situation of the public service purchasing system of the government at the national level.Chapter 4 is a problem analysis,which is based on Chapter 3 and digs deeper into the problems of the current public service purchasing system in C.Chapter 5 is the cause analysis,which analyzes the causes of the problems of the public service purchasing system in C from the perspective of the power of the system designer,the execution of the system,and the degree of participation of the system participants.Chapter 6 is a policy recommendation,which proposes to improve the legal construction and clarify the authority and responsibility of system designers;improve the system and lead the local government system innovation;strengthen the moistening mechanism and enhance the execution ability of system executors;improve the reward and punishment mechanism and enhance the awareness of rules of system executors;cultivate the civic awareness and participation ability of the public and broaden the channels of public participation and other specific improvement countermeasures to promote the system construction of government purchase of public services.Chapter 7 is the conclusion and outlook.Chapter 7 summarizes the whole article and analyzes some possible shortcomings of the article in order to better realize the institutional development of government purchase of public services.
