The Study About Mode Of The Government Buying Elderly Care Service

With the rapid economical development,the improvement of medical conditions,and people’s life expectancy prolonged,the "silver wave" ushered in China,China will have 35% over 60 years old of the population by 2050.There is no doubt that an aging population has become the current problems,how to solve in short supply,resource waste,and inefficiency become the major problem in public administration.This paper studies the cooperation between government and social organizations,understand the social organizations are more flexible and adapted quickly to change in the environment and customer demand,at the same time,social organizations will continue to improve the quality of the pension services and competitiveness to meet the requirements of the government requirements.So,integrated comparative advantage of government and social organizations will be helpful to meet the demand of today’s pension services,it can optimize the aim of benefit the people.The paper aim is to investigate and analyze the mode of the government purchase of old-age service in Tangshan,summarize the existing problems,and make reasonable suggestions.This paper first illuminates the relevant concepts,theoretical of government purchasing social organization pension service.Then based on the research of Tangshan pension institutions and purchase pension service,take the government of Tangshan road north,and Qian’an government as the example,using the questionnaire method,interview method,from the content of the service of producers,consumers,service aspects expounds the modes of Tangshan government purchase endowment service,it is concluded that the purchase mode is mainly form purchase mode and entrusted purchase mode,analysis and summarizes the problems,for example casual cooperation,ambiguous government responsibility and so on,after analysis of the contract mode,and explore contract purchase pension service mode is the best way to Tangshan government.
