Causes And Measures For Disordering Petition Reporting Of Discipline Inspection And Supervision Department

Petition-report-work is important duty and basic work of discipline inspection and supervision departments.It's one of a main channel of receiving supervision and discipline problems clues.It's the anti-corruption public opinion "barometer" and the leadership decision-making "intelligence department".Since the Eighteenth National Congress of the CPC convoked,the building of a clean government and anti-corruption efforts has been increasing.People's trust in Discipline Inspection and supervision departments is increasing and the number of petition reporting is increasing.The way to report to discipline inspection and supervision departments is more and more convenient gradually.People who would like to impeach and accuse government or officials through the network,telephone or other way.The related problems have emerged,for example,the petition reporting has no substantive content,or people report again and again,or malicious false reporting becomes common.These objective problems lead to the disordering of petition-report-work of discipline inspection and supervision departments.Discipline and supervision inspection departments processing these non-normal demands reporting occupies a lot of public resources and results in a waste of administrative costs.The petition reporting disordering has bad influence on discipline inspection and supervision departments.This article focuses on the study of the petition reporting disordering of discipline inspection and supervision departments,and provides suggestions for the improvement of the relevant institutional measures for petition reporting of discipline inspection and supervision departments.Based on the theory of rational choice,this paper analyzes the causes of the petition reporting disordering and uses Literature-research method,Empirical-research method and Case-analysis method to make a comprehensive analysis of the petition reporting disordering,and proposes measures to solve this problem.This paper is divided into five chapters.The first chapter is the"introduction",including the research background and research significance,theoretical basis and research status,research methods and ideas,difficulties and innovations.The second chapter is the "connotation and characteristics of petition reporting disordering".This chapter summarizes petition reporting disordering as "outside the scope of reporting" "repeated reporting" "no substance content reporting" and"malicious false reporting" four forms.The third chapter is the "harm of petition reporting disordering",it analysises the harm for discipline inspection and supervision departments,for the people who is reported,and also for the public resources etc.The fourth chapter is the "causes of petition reporting disordering",analyzing the reasons mainly from the aspects of environmental factors,cultural factors,institutional factors and technical factors.The fifth chapter talks about measures to solving the petition reporting disordering.There are six measures:improve relevant systems;punish people who report to defame other people deliberately;protect the rights of real-name informants;improve the ability of staff who deal with the reporting letters;strengthen information construction and create good reporting atmosphere.
