Research On The Role And Mechanism Of Local Emergency Information Releasing Platform In The Public Opinion Governance

At present,in the Internet environment,public emergencies and network public opinion often occur together,interact and evolve together.If network public opinion can not be effectively managed,it may lead to new social events,resulting in superimposed risks.Therefore,it is necessary to effectively integrate the theory and practice of emergency management and network public opinion governance.Network public opinion governance should be integrated into the overall consideration of emergency management.In the process of emergency management in the real world,it is also necessary to fully consider the information factors of network environment.At present,the important feature of network public opinion ecology is the diversity and complexity of information supply subjects,which is more obvious.Under the above background,the emergency information release platform can play an important role as an authoritative information supply subject.This study is problem oriented and focuses on the role and mechanism of emergency information release platform in network public opinion governance under the background of public emergency disposal.Carry out theoretical research,empirical research and countermeasure research around this problem.Firstly,in view of the separation of related fields such as network public opinion governance and emergency management in the past,the common theoretical basis and internal logical relationship between the two fields are excavated from the theoretical level to form an integrated analysis framework.Under this framework,sort out and analyze the roles,functions and activities of the emergency information release platform.On the basis of the integration framework constructed in the previous stage,focus on the role of emergency information release platform in network public opinion governance,put it under the real public emergencies,and comprehensively investigate its mechanism through case studies.Carry out empirical research around the information subject(emergency information content producer and publisher),information carrier(emergency information content and its attached communication channel)and information object(emergency information communication audience and potential recipients)of the emergency information release platform.Finally,on the basis of theoretical and empirical research,this paper offers idea for the construction and development of emergency information release platform from the aspects of consciousness,concept,system construction and technical tools.This study theoretically identifies the common "information" elements in network public opinion and emergency management,and puts forward an integrated theoretical framework to reflect the close relationship between emergency management and network public opinion governance in reality;Facing practice,this paper discusses the theoretical logic and business logic of emergency information release platform played in network public opinion governance.Through this study,the government will pay attention to and correctly understand the network public opinion,understand the impact mechanism of its own business work in the network public opinion ecology,effectively adapt and make use of this mechanism,pay attention to the information phenomenon and information activities in emergency management activities,and improve the work level and efficiency of government emergency management and network public opinion governance.
