| In the report of the 18 th National Congress of the Communist Party of China,it was clearly pointed out: "Strengthen social construction,promote social governance innovation,and innovatively introduce volunteer power into community construction." It is said that in the current social governance reform in our country,the power of voluntary service organizations is an irreplaceable key force.The Third Plenary Session of the 18 th Central Committee pointed out: "The overall goal of comprehensively deepening the reform is to improve and develop the socialist system with Chinese characteristics,and to promote the modernization of the national governance system and governance capacity." The level of participation of service organizations in social governance is conducive to the construction and healthy and orderly development of the social governance system.At present,the volunteer service organization construction and development of the overall situation is good,although has obtained the good result,but there are still some problems that nots allow to ignore,such as the relevant norms and system imperfect,organization activity funds shortage,volunteer service organization the content of a single,citizen participation and enthusiasm of lower.This paper analyzes the problems existing in the participation of voluntary service organizations in social governance in Dongguan and puts forward some reference suggestions.Based on the survey results of voluntary service organizations’ participation in social governance in Dongguan city,this paper analyzes the causes of the problems existing in the participation of voluntary service organizations in social governance in Dongguan city by using the knowledge of public management,organizational behavior and other disciplines and using methods such as questionnaire survey,interview and literature analysis.We find that there are some problems: voluntary service The internal governance capacity of the organization needs to be improved,the enthusiasm of the team is difficult to mobilize,the professionalism of the participation category is low,and the stability of the personnel team is insufficient.The reasons are mainly due to the limited motivation of incentives and safeguards for enthusiasm,the lack of standardized management and professional volunteer service training,the large flow of personnel in volunteer service organizations and affecting the management of the organization,and the cognitive bias of volunteer service concepts,which hinders the scope of volunteer services.organizational development.In order to promote the better participation of voluntary service organizations in social governance,the author uses the theory of public governance and the theory of supply motivation to put forward the following countermeasures and suggestions: First,explore and innovate a high-quality incentive guarantee mechanism that is conducive to mobilizing enthusiasm;Professional volunteer service system;thirdly,multiple measures and multiple channels to stabilize the volunteer service team;at the same time,project-based construction of a social resource sharing platform in urban and rural areas;finally,the government guides and cultivates an independent space for the independent development of volunteer service organizations.This paper enriches the relevant research on voluntary service organizations in China,and is expected to provide some theoretical exploration for strengthening the self-construction of voluntary service organizations and improving the guidance and support of the government for voluntary service organizations,so as to better help voluntary service organizations participate in social governance. |
