Cooperative Relationship Between Volunteer Service Organization And Government In Social Governance Research

In the process of China's market economic system transformation and government function reform,this transformation means the redistribution of social forces.Due to the failure of the government and the market in certain social fields,the emergence of voluntary service organizations has made up for the lack of social governance.In the education,care for the young and old,poverty alleviation,environmental protection,disaster relief and other aspects to play a prominent role,and gradually highlight the important role in social governance.In the process of volunteer service organizations participating in social governance,how to interact with the government is a topic that researchers focus on.Some researchers believe that the cooperative interaction between the government and voluntary service organizations provides a new framework and ideas for multi-subject participation in social governance.Taking the youth volunteer service organization of Hubei Province as an example,this paper discusses the relationship between the youth volunteer service organization and the government in the process of social governance with the guidance of civil society theory and third-party management theory,and focuses on the analysis of youth volunteer service.The development status and dilemma of the cooperative relationship between the organization and the government,and the path of constructing the cooperative relationship between the youth volunteer service organization and the government is proposed.The study found that the interaction model between youth volunteer service organizations and government mainly includes three types:value-oriented interaction mode,synergy-oriented interaction mode and cooperation-oriented interaction mode.Specific to the cooperative relationship,the cooperative relationship between the youth volunteer service organization and the government has two main characteristics:goal unity and function independence;the cooperative relationship between the youth volunteer service organization and the government is further developed,and the cooperation mode is more democratic and cooperative.The concept is more mature and the cooperation function is more extensive.At the same time,the cooperation relationship between the youth volunteer service organization and the grassroots government is also in a dilemma.The main performance is the lack of trust and lack of cooperation in the cooperation between the youth volunteer service organization and the local government.Institutional norms,the capacity of youth volunteer service organizations are not fully matched with the actual needs,and the protection of the construction of cooperative relationships is insufficient.Based on the above analysis,this paper attempts to put forward the idea of constructing a cooperative relationship between the youth volunteer service organization and the government.First,establish the concept of equal cooperation between the youth volunteer service organization and the government,secondly,improve the implementation of relevant systems and laws,and third,enhance youth volunteering.The quality and ability of the service organization;the fourth is to establish a scientific and reasonable cooperation mechanism.Volunteer service organizations have provided new impetus to social governance,how to integrate the power of volunteer service organizations,give full play to the role of volunteer service organizations in social governance,and how to deal with the benign interaction between government and voluntary service organizations.The important issues of the main body's participation in social governance still need to be further explored in the follow-up study.
