Research On The Relationship Between Township Government And Villagers’ Committee In Rural Revitalization

Township governments and villagers’ committees,as two important subjects,play indispensable roles in solving China’s rural issues and implementing the rural revitalization strategy.According to the institutional arrangements of the Constitution and the Organic Law of Villagers’ Committee,township government represents the state power and exercise administrative power from top to bottom;villagers’ committee represents grassroots villagers and exercise autonomy.The law has confirmed the autonomous nature of villages’ committee,and clarified its relationship with the township government in guiding and assisting in its work.However,in practice,there are many disharmonious phenomena in the relationship between the township government and the villagers’ committee.The operational boundaries between state power and autonomy are unclear,and mutual infringements occur from time to time,which not only restricts the effective performance of administrative functions of township government,but also jeopardizes the healthy development of villagers’ autonomy and adversely affects the stability of rural grassroots.The "Rural Revitalization Promotion Law" puts forward higher requirements for improving the rural grassroots self-governance system and rural governance system,and clearly stipulates the roles and tasks assumed by township government and villagers’ committee in rural revitalization.Township government and villagers’ committee should,in accordance with the new requirements of the "Rural Revitalization Promotion Law",under the unified coordination of higher-level governments,optimize the relationship around the general concept of "rule of autonomy,rule of law,rule of virtue".Specifically,the township government should change its functional configuration,clarify management functions,and give full play to its service functions.Villagers’ committee should more reflect the role of grass-roots selfgoverning organizations,and show their own autonomy and flexibility,to contribute to the rural revitalization work.To standardize the rule of law and innovate self-governance as methods,we can better connect with each other,cooperate with each other,and fully coordinate,and apply our country’s breakthrough in the concept of self-governance to the specific practice of the rural revitalization strategy.
