Research On The Improvement Of The Ability Of CPPCC Members In Minority Areas To Perform Their Duties

As an important part of the modernization of the country’s governance system and governance capacity,the People’s Political Consultative Conference led by the Communist Party of China is a socialist institutional arrangement with distinctive Chinese characteristics.In the current period of social transformation,CPPCC members play an important role in expressing political demands,resolving conflicts of interest,and promoting harmonious economic and social development.The CPPCC members are the main body and strength of the CPPCC to perform the functions of political participation,consultation and democratic supervision,and are important human resources.Whether they can effectively perform their duties and their ability and level of performance are directly related to the effectiveness of the CPPCC work.The image and status in the minds of the people is not conducive to the formulation of scientific and democratic public decision-making and hinders the process of socialist democratic political construction.my country will build a moderately prosperous society in all respects by 2020,but there are still many unbalanced and insufficient contradictions in the overall development of society.There are relatively many social development problems in ethnic minority areas,and CPPCC members in ethnic minority areas play an important role in improving local social development and expanding citizens’ orderly participation in politics.Therefore,by promoting the ability of CPPCC members in ethnic minority areas to perform their duties,it can effectively make up for the shortcomings that the government does not pay attention to,and promote the harmonious development of the regional society.This thesis studies the improvement of CPPCC members’ ability to perform their duties through quantitative analysis method,and takes Mabian Yi Autonomous County,Leshan City,Sichuan Province as the research object for investigation and analysis.First,this thesis defines the concepts of related variables such as the ability of CPPCC members to perform their duties in an operational way.Secondly,by citing the mature scales of well-known scholars,it determines the measurement dimensions of variables such as the ability of CPPCC members to perform their duties and their influencing factors,so as to complete the compilation of the questionnaire.,and then complete the data collection and arrangement through the distribution and recovery of the questionnaire,and determine the information and rationality of the questionnaire through the reliability and validity analysis and descriptive analysis of the questionnaire,and carry out correlation analysis and regression analysis.Finally,by using spss21.0,firstly,the correlation and regression analysis are used to determine the effect and intensity of each influencing factor on the ability of CPPCC members to perform their duties,and the weights of various evaluation indicators for the performance of CPPCC members are determined by using the analytic hierarchy process.Proportion and priority order to draw relevant conclusions.The results of the regression analysis show that the four influential factors on the CPPCC members’ ability to perform their duties are,from the overall aspect,ranked in order of influence: ideological and political awareness,motivational factors for performing their duties,institutional and supervisory factors,and work and time schedule.In terms of details,for CPPCC members’ ability to perform their duties,"actively participate in CPPCC activities","regularly study official CPPCC documents","high social recognition of CPPCC members",etc.The content has a greater influence on the CPPCC members’ ability to perform their duties.By means of hierarchical analysis,in terms of improving CPPCC members’ ability to perform their duties,the order of improvement should be the ability to consult and discuss politics,the awareness and ability to study,the ability to grasp policies,and the ability to investigate and research.This means that for CPPCC members,the ability to consult and discuss politics is particularly important,and by improving this ability,they can better feed back the people’s voices to the CPPCC in the form of proposals,while their own learning awareness and ability are also particularly important.From a micro perspective,for CPPCC members,the importance of CPPCC members’ ability to perform their duties in minority areas is,in order of importance,the ability to analyze problems,the relevance of proposals and the ability to think about government decisions,the degree of CPPCC members’ understanding of political and economic development mechanisms,and the degree of concern for disadvantaged groups and social conflicts and problems.Based on the above findings,I propose the following relevant policy recommendations: Paying attention to the ideological and political guidance of CPPCC members,improving the incentive mechanism for CPPCC members to perform their duties,perfecting the selection system of CPPCC members,strengthening the performance assessment of CPPCC members in performing their duties,and improving the efficiency of democratic dialogue among CPPCC members.
