Population problem is a country’s overall,long-term and strategic problem.In order to promote the balanced socio-economic development of China’s population,China has introduced a three-child policy,but most people say they "don’t want to have children,don’t dare to have children,can’t afford to feed……".It is an indisputable fact that the New Deal was generally"cold".China is facing the challenge of low fertility rate,low fertility intention and declining birth rate.As the subject of fertility and the participant of social labor,women’s fertility intention plays a decisive role in the implementation effect of fertility policy.Therefore,it is of great significance to explore and analyse the factors influencing the fertility intentions of urban working women in order to build a fertility-friendly society.This paper takes Guangzhou’s working women of childbearing age,a key group in a key city,as the research object,and uses literature research,interview method,questionnaire survey method and comparative analysis method to explore the deep-seated reasons that restrict urban working women’s fertility intention from three levels:individual level,family level and social level.The study concludes that factors such as conflict over women’s social roles,lack of care for young children and the high cost of parenting affect working women’s willingness to have children.This paper takes into account China’s specific situation,compares the experience of Japan and France in supporting fertility policies,and proposes countermeasures to improve women’s fertility intentions in terms of safeguarding women’s career development,easing family care,reducing the cost of raising children and improving women’s rights.
