| The key of commercial system reform is to adjust the relationship between government and market.To return what the government should not manage to the market while seriously manage what the government should manage.In September 2020,the general office of the State Council issued the notice on deepening the reform of the commercial system to further ease the burden on enterprises and stimulate the vitality of enterprises.The reform of the commercial system has been steadily promoted for seven years,and now it has entered the deep-water area of reform.During the past seven years,by deepening the reform of the commercial system,the relationship between the government and the market has been gradually redefined,which has greatly released the vitality of market and put a strong force into China’s economic and social development.With the further development of the commercial system reform,the mutual interest and complicated situations make it difficult to proceed which cannot be solved only by the cooperation of some departments.City A also encountered such problems in the process of promoting the reform of commercial system.Among them,how to promote departmental coordination,initiate the enthusiasm of departmental reform,and jointly participate in this blade-inward reform has become an urgent problem.This dissertation tries to establish an analytical framework based on the collaborative governance theory of government departments.By using literature analysis,comparative analysis and interview,this paper discusses the collaborative governance of City A commercial system reform from the aspects of perfecting regulations,optimizing departmental collaborative mechanism,information sharing and collaborative ability improving.This paper puts forward the specific countermeasures against departmental coordination in the process of promoting the reform of commercial system in City A,hoping to provide solutions and enlightenment for the further deepening and development of commercial system reform. |
