Study On The Problems And Countermeasures Of Commercial System Reform In Jiexiu

The reform of the commercial system is the key to speed up the transformation of the government’s functions,it can help maximize the different roles of the government and the market and further realize complementary advantages.The profound purpose of reform is to improve the commercial system,streamline the related examination and approval of commercial registration,optimize the access process,and gradually transform the mode of supervision,establish and improve the supervision mode during and after the events,improve the effectiveness of government services,promote honest,fair and orderly market order.At the same time,the reform of commercial system is a complete system consisting of a set of systems.In the process of reform,some systems tend to be perfect,and some new systems are constantly developing and changing,so we need to constantly adjust measures and perfect matching.The result of the current reform of Jiexiu’s commercial system is in line with expectations,but there are still some problems that need to be further solved.This paper is based on the analysis of the current situation of the reform and the causes of problems,through the analysis of new public management theory,new public service theory and commercial systemreform.How to further deepen the Jiexiu commercial system reform,put forward some countermeasures,to achieve the overall optimization of commercial system.The first chapter is a summary of the research on the reform of the commercial system.It discusses the background,purpose and significance of the topic selection,and extracts the research status of overseas and domestic scholars on this issue based on literature data,and then points out the research content of this paper.The second chapter first introduces the subject and content of the reform of the commercial system,as well as the process of development.The system of commercial registration includes a variety of subjects.From the three aspects of relaxing market access,innovating market supervision and improving service level,we analyze relevant policies according to time nodes,and summarize the development process of commercial system reform through policy changes and development.Secondly,the theory of new public management and the theory of new public service are applied to the theoretical analysis of business reform.The third chapter introduces the general situation of the reform of the Jiexiu commercial system,including the basic practice and achievements of the reform of the commercial system in Jiexiu.But in reality,there exists a controversy about the registration of market participants,and there are lagging behind the regulatory requirements in the inter agency and inter departmental sector,and the lack of support for the development of enterprises.The reasons for the problems include the lagging of the legal system construction,the ununiform rules of the standard and the backwardness of the construction of credit supervision.The fourth chapter introduces the successful experience of four provinces and cities.The successful experiences are as follows:optimizing the name approved rules and procedures;scientifically determining the regulatory rules,regulatory matters and principle;formulating detailed measures to strengthen the creditpunishment;creating a list of Small and micro businesses.The fifth chapter aims at the problems and puts forward the following countermeasures:firstly,the government should actively guide the market players in the business registration section.Secondly the government should strengthen supervision and take actions to help enterprises develop.
