Research On The Development Path Of Internal Discipline Inspection Work Of Party Committees Of State-owned Enterprises Of CPC In The New Era

The internal inspection of state-owned enterprises(SOEs)is an important way and means for the party committee of the Communist Party of China(CPC)to conduct political supervision over its subordinate party organizations and party members and cadres.Since the18 th National Congress of CPC,under the centralized and unified leadership of the Party Central Committee,the scope of the implementation of internal inspection work in SOEs has been continuously expanded,the institutional system has been continuously improved,and the theoretical research has been continuously developed.The internal inspection of SOEs has become an important platform for promoting the construction of a clean government at the grass-roots level and the fight against corruption,a strategic institutional arrangement for strengthening the supervision of the grass-roots party,and an important support for the downward extension of comprehensive and strict governance of the party.However,there are still some problems in the ideological construction,organizational construction and system construction of the current SOEs internal inspection,which affect the improvement of the effect of its supervision.Therefore,it is necessary to look for ways to promote the highquality development of internal inspections of SOEs.Only in this way,the internal inspection of SOEs can play a valuable role in strengthening the party’s overall leadership over SOEs,improving the construction of the internal control system of SOEs,improving the management performance of SOEs,and promoting SOEs to become stronger,better and bigger.This paper uses the methods of literature analysis,in-depth interviews and grounded theory to study the internal inspection work of SOEs,and draws the following conclusions:The first is to divide the development process of the internal inspection work of SOEs;The second is to summarize the good methods of carrying out inspection work in SOEs,such as making preparations for inspection,building a strong inspection team,building a mechanism for collaborative work,strengthening the use of inspection results,and improving the inspection system;The third is to establish a model of factors affecting the quality and effect of internal inspection of SOEs by taking the internal inspection work practice of State Grid S Electric Power Co.,Ltd.as the research object(this model includes six key factors: the degree of planning and preparation,the situation of collaborative supervision,the ability to identify the problem,the validity of the solution,the strength of dealing with the problem,and the effect of using the results).Based on the relevant data and the results of qualitative research,it is found that SOEs face many difficulties in carrying out internal inspection work,such as the vague positioning of inspections,the inaccuracy of problem discovery,the lack of personnel ability,the lack of a joint supervision mechanism,the problem-solving effect is poor and the institutional system is not sound.In order to promote the high-quality development of the internal inspection work of SOEs in the new era,it is necessary to learn from the ideas of internal supervision of the Marxist writers,the expositions of the leaders of the CPC on inspection work and the economic theory of neo-institutionalism.Then,it is necessary to strengthen the sense of responsibility of party members for political inspections,improve the process planning of inspections,innovate the implementation method of“X+Y+inspection”,expand “N” kinds of problem discovery methods,build a good inspection team,and make the inspection team better take responsibility,build a coordinated supervision mechanism,and improve the system,thereby consolidating the political positioning of inspections,improving the quality of clues,and promoting better problem solving.
