Currently, since the Eighteenth National Congress of the Communist Party of China, the scale of anti-corruption actions in our government becomes unprecedentedly larger, deeper, and more intense. The construction of an incorruptible party and the battle of anti-corruption are promoted into new stages. The'four undesirable practices'problem and the momentum of the spreading corruption are contained. With greater efforts being put into the investigation, communists and cadres perform significantly better, and the atmosphere of'do not dare to corrupt' is preliminarily formed. However, due to the inadequate supervision and administration towards communists and cadres, some of their malpractices transfer from open to secret, variations of the'four undesirable practices' problem emerge, and the construction of an incorruptible committee at basic rural level is less emphasized. As a result, it is significant for us to study the problems in the disciplinary inspection, supervision at basic level currently, and to deepen the understanding of it. It is also important to improve the scientificity of work, preserve the image of the central committee and the government, and to increase its credibility in order to provide steady disciplinary support for economic development, came up with suggestions that provide references for the disciplinary inspection, supervision, and management. We used Dongli District as an example, presented its explorations and practices in the field of disciplinary inspection, supervision, and management during this new period, from different perspectives such as adjusting organizational structures, supervising and balancing cadres' rights, and enhancing proper behaviors. Which also focused on these explorations and practices, primarily analyzed current problems they are facing. Then we dissected the causes of these existing problems from perspectives of ideological cognitions, policy establishment, supervision and counterbalance of rights, behavioral constructional management, and disciplinary inspection and supervision of cadre crews. We provided strategies and suggestions to improve the disciplinary inspection, supervision at basic level by implementing the 'two responsibilities' of the incorruptible-committee construction, perfecting the systematic construction, enhancing the power of limiting and managing cadres' rights, improving the management of behavioral construction, and maintaining the high-pressure punishments.
