Research On The Management Of Foreign-related Police Affairs Under The Background Of Hainan Free Trade Port Construction

Hainan Free Trade Port is based on the deployment of the Party Central Committee to build a free trade port with Chinese characteristics on the whole island of Hainan;it is a major decision made by the Party Central Committee with in-depth research,overall consideration and scientific planning in view of the situation of international and domestic development.As the bridgehead with the highest degree of openness in China,nearly one million foreigners come to China every year,and the scale is increasing year by year,followed by the diversification and complexity of foreign-related management objects,which makes foreign-related management increasingly difficult.As the core area of Hainan Free Trade Port,Haikou City has an influx of hundred thousand foreigners every year.It is the major responsibility of foreign-related management and handles foreign-related police management issues.It is very important to establish a good international image of Hainan Free Trade Port.This article uses the literature analysis method to sort out the content of Chinese and foreign foreign-related police management documents,looks at the development process of foreign-related police affairs,and compares the advanced experience of developed regions.At the same time,conduct social surveys and interviews with foreign-related police management subjects—the service police officers of the Haikou Municipal Public Security Bureau and foreign-related police management objects—foreigners in Haikou City,to gain an in-depth understanding of the construction of Hainan Free Trade The port affects all aspects of foreign-related police management in Haikou City and the deep-seated reasons.Research and analysis to indicate that the construction of Hainan Free Trade Port has a far-reaching impact on foreign-related police management in Haikou City in terms of foreign-related laws,police teams,police management methods,information networks,and police management systems.The foreign-related laws are lagging indicator,inadequate the management system of the floating population,the overall quality of the foreign-related police management team is weak,the degree of informatization is in low levels,and the absence of a new police management system.Combined with the advanced experience of domestic and foreign free trade ports with a relatively high degree of openness,for the current foreign-related police management in Haikou City,it is proposed to deeply study foreign-related legal theories,improve the foreign-related legal system,effectively use ID cards to effectively manage the floating population,and scientifically rotate foreign-related police officers.Optimizing measures are put forward in various ways,such as the construction of the foreign-related informatization data platform and the service management team.Guided by the theory of cooperative governance and the new public service theory,it constructively proposes measures to build a large-scale foreign management system and a comprehensive service station for foreigners.The purpose of this paper is to close the loopholes in foreign-related police management in Haikou City and establish a new management method with exploratory research,propose suggestions and innovative measures,and play an exemplary role in the management of foreign-related police affairs in Hainan.I offer my own suggestions to promoting the steady development of Hainan Free Trade Port and the construction of Haikou’s foreign-related police management level.
