Research On Police Reform Of Urban Public Security Police Stations In Henan Province From 2010 To 2020

In order to meet the needs of social development,China’s social management system has been constantly improved.Among them,the public security organs,as an important part of the national administrative organs,judicial organs and social management system,are responsible to effectively maintain the national security stability and improve the sense of security of the people.However,with the continuous development of economy,the continuous progress of society and the gradual improvement of information level,new public security problems also follow.There are some problems in the grass-roots police stations,such as insufficient police force,serious inverted police force phenomenon,and heavy burden of grass-roots police force,which make the current police operation mode difficult to meet the current social diverse and complex public security situation.Therefore,the police mechanism of the public security organs needs to be constantly reformed,in order to conform to the development trend of The Times,can effectively control social security,severely punish illegal crimes,boost the harmonious development of society,and ensure the long-term peace and stability of the country.Since 2010,in order to promote the innovative development of public security work,Henan Province has carried out police mechanism reform in the whole province.The police reform of urban police stations in Henan Province is mainly aimed at the large population,small police force and complex social security in Henan Province to explore a grassroots police reform road to optimize the allocation of police force,ensure the sinking of the police force,reasonable division of labor,the close cooperation of various police types,improve the police security mechanism,and enhance the professional identity of the police.First of all,this paper explains the relevant concepts of police station,police reform,management range and management level.Based on Maslow’s level of demand theory and Simon’s organization design theory,based on the police mechanism reform in Henan Province,the police reform in depth.After the policing mechanism reform,cancel all the urban public security bureau in Henan province,change before the municipal public security bureau,district public security bureau,grass-roots police station to reduce two levels after the reform,the police station into a new multi-functional service,will "strike,prevention,management,control,service" to the police station functions,flattening command system was built,the existing police maximum compression to the police station.However,there are also a series of problems in the police reform of urban police stations in Henan Province.The police reform intensifies the tendency of police stations,the sinking of police officers leads to the decline of the police level,the phenomenon of "heavy fighting and light prevention" exists for a long time,and the phenomenon of uneven busy and idle police intensifies.The reasons are the "internal power" of police reform,the "internal power" of police reform,the legal problems,and the external supervision is superficial.Based on this,this paper puts forward the proper path of police reform of police station.First,grasp the correct direction of police station reform,mobilize the enthusiasm of police officers,and rely on the social participation of the people;second,improve the performance management and supervision mechanism of police stations.Give full play to the guiding role of performance evaluation of police stations,optimize the relationship between management level and management range of police stations;third,clarify the functional boundary of police stations,strengthen the police stations,and strengthen the information construction of grassroots police stations;fourth,optimize the police innovation and police operation mechanism of police stations.The police force is inclined to the grass-roots level,strengthen the construction of legal public security,and innovate the police operation mechanism.Through these measures,we will explore the places that should be considered in the future police mechanism reform,and provide countermeasures for the reform of other police mechanism in the country.
