Study On Township Government Governance Under Thbackground Of Rural Revitalization

"Implementing the Rural Revitalization Strategy" is an important development concept put forward by the 19 th National Congress of the Communist Party of China,in which the issue of "agriculture,rural areas and farmers" is put on the national development agenda as the top priority.Rural Revitalization is to realize the revitalization and development of rural society and meet the 20 word requirements of industrial prosperity,ecological livability,civilized rural style,effective governance and rich life.As the basis of state power,township government is the most key executive subject for the implementation of national strategies,guidelines and policies to the "last mile".It mainly plays an important role in building rural areas,managing rural areas and serving farmers.The construction of governance capacity of township government is of great significance to the realization of rural modernization and an important guarantee for the smooth implementation of Rural Revitalization Strategy.Taking the governance capacity of township government under the background of Rural Revitalization as the theme,this paper first explains the relevant concepts of government governance capacity,analyzes the connotation of government governance capacity,grasps China’s local governance capacity evaluation system and its research results,and determines the five constituent elements of township government governance capacity referred to in this paper:economic development capacity,human resource development capacity,social management capacity,policy implementation capacity Service supply capacity.Taking l town as the starting point,from the perspective of the grass-roots front line,through the methods of literature research and case analysis,based on the objective analysis of the current situation of the governance capacity of L town government,around the 20 word requirements of the Rural Revitalization Strategy,correctly understand the gap between the current governance capacity of township government and the requirements of the new era,and summarize the problems existing in the construction of governance capacity of township government in the emerging stage.The main problems are as follows: the governance objectives are biased,the capacity of governance subjects is insufficient,and the governance methods are relatively backward.The main reasons are: imperfect management system,backward governance concept,insufficient self-construction and financial difficulties of township governments.Therefore,combined with the governance theory and the new public management theory,this paper puts forward the ways to improve the governance ability of Township Governments: establish and improve the township governance system,broaden the source of funds,strengthen the construction of cadres,give full play to the main role of various governance,establish the concept of legal system and innovate governance means.
