The Government In The Transformation And Upgrading Of Lishui’s Foreign Trade From The Perspective Of "Reshaping The Government" Functional Research

With the continuous acceleration of the globalization of the global economy,the foreign trade has become an important factor in stimulating economic development.Scientific foreign trade management system to China’s future foreign trade development can have a positive impact.However,from the perspective of local government research on foreign trade management related issues of the government research results are not many,and related researches on the development of foreign trade in Lishui City,Zhejiang Province are relatively scarce.Actively promoting the transformation and upgrading of Lishui’s foreign trade can not only optimize the economic structure,but also promote the transformation of economic development mode,which has an important impact on promoting the "stable and good" development of Lishui’s economy and constructing the "most beautiful core area of big Garden" in Zhejiang Province.In this process,the visible hand of the government will play an important role.Promoting the transformation and upgrading of lishui’s foreign trade is not only an objective requirement of social and economic development,but also an objective requirement of reshaping the role of the government,which is directly related to the effect of the transformation of government functions.Based on the theory of "reshaping the government",this thesis analyzes and studies the government functions in the transformation and upgrading of foreign trade in Lishui City,Zhejiang Province.Lishui City’s foreign trade transformation has experienced two important periods: one is to enhance the international competitiveness of foreign trade during the 13 h Five-Year Plan period;the other is the unprecedented release of policy stacking advantages during the 14 th Five-Year Plan.Government functions in the transformation and upgrading of foreign trade guarantee supply: promote stable growth of foreign trade and vigorously support enterprises to go global.However,the problems of Lishui government’s functions in the transformation and upgrading of foreign trade include the need to improve the fiscal policy system,the inadequate allocation of talent information elements,the incomplete supporting of public services,and the inadequate supervision of new formats of foreign trade.The reason lies in the continuous expansion of government functions,unclear definition of government functions,policies that do not represent public interests,and insufficient coordination of government functions.After learning from the experience of Qingdao in Shandong and Yuxi in Yunnan,this article puts forward the path to improve the functions of Lishui government in the process of foreign trade transformation and upgrading: perfect macro-control policies,optimize the distribution of talent information,strengthen public services,and improve the foreign trade supervision system.In order to ensure the realization of the path,clarify the relationship with the corporate market and society,clarify the position in the transformation and upgrading of foreign trade,strengthen the implementation of government fiscal policies,and accelerate the integration of foreign trade government management functions.
