Research On The Problems And Countermeasures Of Land Law Enforcement In L City Of Zhejiang Province

Land is the foundation of human existence and economic development of human society.China’s total land area may rank third in the world,but its per capita land and arable land are far below the world average.As a non-renewable resource,the importance of land resource protection is self-evident.However,with the continuous advancement of China’s urbanization process,people’s demand for land increases substantially,resulting in a large amount of land illegally occupied,the amount of cultivated land decreased year by year,endangering the national food security.In order to protect the red line of 1.8 billion mu of cultivated land,the state has continuously strengthened land law enforcement in recent years,and issued a series of targeted policies and regulations to promote the sustainable development of land resources by powerful legal means.Land law enforcement has faced new situations and new challenges.As an underdeveloped area in Zhejiang,L city urgently requires economic development and has a strong demand for land,which leads to the prominent contradiction between land supply and demand and the repeated prohibition of land illegal phenomenon.At the same time,the land law enforcement in L city is facing the dilemma of "difficult law enforcement".How to solve the dilemma of land law enforcement and improve the efficiency of law enforcement is still a topic worth discussing and studying.This article L city in Zhejiang province as the research object,through investigation,case analysis and other methods on the current situation,L city land law enforcement are faced with the land law enforcement,law enforcement problems are analyzed.The main problems of land law enforcement in L city are weak law enforcement force at the grass-roots level,low efficiency of investigating and dealing with illegal behaviors,and poor effect of investigating and dealing with illegal behaviors.It is concluded that the reasons for the problems are that the construction of law enforcement team in L city lags behind,the imperfect relevant laws and regulations,the reform of law enforcement system to be deepened,and the relatively insufficient guarantee conditions for law enforcement work.Aiming at the existing problem of L city land law enforcement,this thesis puts forward some Suggestions for how to improve the L city land law enforcement,by strengthening the land law enforcement team construction,improve the relevant laws and regulations of land law enforcement,deepen the reform of the land law enforcement system and mechanism,strengthening the land law enforcement way such as job security can promote the L city land law enforcement works carried out more smoothly,It is hoped that these measures can be used for reference in the future land law enforcement work of L city to alleviate the conflict between local economic development and land protection.
