Research On Influencing Factors Of Land Law Enforcement Supervision In Ninghe District Based On Satellite Remote Sensing Image Land Law Enforcement Inspection Model

Land resources are the basis of people’s livelihood,which are scarce and non-renewable,and play an important role in China’s economic,political and cultural development.However,with the acceleration of China’s industrialization and urbanization,the demand for land in various regions has increased sharply,resulting in the further escalation of the contradiction between the supply and demand of land and the frequent occurrence of land violations.Land illegal surveillance is governance illegal behavior is one of the most direct and effective administrative means,but the universal existence of team construction lagging behind,insufficient application of new technology,imperfect laws and regulations,low consciousness of local governments in accordance with the law,land use and rely on land finance,rigid joint law enforcement mechanism,it is a difficult problem in front of basic natural resource management department,need to be addressed.Based on practical work experience,this thesis first defines the concepts of law enforcement inspection of sanitary films and supervision of illegal land behaviors,and then sorts out the land location theory,collaborative governance theory and public governance theory.Secondly,based on the Law enforcement inspection of satellite film data in Ninghe District over the years,Arc GIS software was used to analyze the temporal and spatial distribution changes of the registered data of the research area from 2010 to 2019,which was “Law Enforcement Inspection of Satellite Land Image”.Through literature research method and questionnaire survey method,the existing problems and influence factor of land illegal behavior supervision were explored,this thesis uses SPSS software to analyze the current situation and influencing factors of illegal behavior supervision in Ninghe district.The entropy-right method is used to evaluate the work status,and the comprehensive evaluation index tends to be general.Through the establishment of the conceptual model of influencing factors of land illegal behavior supervision,the five research hypotheses are tested.It is concluded that technical factors,legal factors,grass-roots township government factors and joint law enforcement factors have a positive impact on land illegal behavior supervision,and land financial factors have a reverse impact on land illegal behavior supervision.Finally,based on the results of the analysis put forward corresponding countermeasures,mainly by raising new technology application,perfect the laws and regulations,strengthen the publicity,coordinates economic and land management development,and improve the mechanism of joint law enforcement,strengthening law enforcement team construction and so on six aspects put forward corresponding countermeasures,in order to land illegal surveillance and natural resource management provide the beneficial reference.
