Since the eighteenth congress,the party and state to the new situation of the comprehensive governing party and to strengthen the construction of cadres have new requirements,administration of taxation of the party committee following the policy requirements,according to the General Secretary Xi Jinping "to identify cadres,kung fu in normal times" and "adhere to a comprehensive,historical and dialectical see cadres,pay attention to consistently peace work" spirit of important instructions.According to the current situation and characteristics of the management of the tax department,the concept and idea of "digital personnel" are innovatively put forward.The big data management thinking and information means are combined with the daily management of cadres to promote the transformation and upgrading of cadre performance management,so as to promote the improvement of the administrative efficiency of the tax department.Administrative efficiency specifically refers to the fact that administrative organs at all levels must abide by the corresponding laws,regulations and moral standards in the process of formulating and achieving their goals,and should timely complete their respective work functions in administrative activities,provide corresponding administrative services,carry out administrative law enforcement or participate in public management services for the general public,but when carrying out the above work,The administrative organ should consider how to use the minimum resource input to obtain the maximum administrative effect.In recent years,the administrative efficiency construction of Zhenfeng County Tax Bureau has achieved certain results,but there is still a certain gap with the actual requirements.The research on the administrative efficiency construction of the tax department under the background of digital personnel is relatively weak.Therefore,the research of this paper has positive theoretical and important practical significance.This paper takes Zhenfeng County Tax Bureau as the research object.Firstly,on the basis of combing the research status at home and abroad,this paper summarizes the era background of the administrative efficiency construction of the tax department under the background of "digital personnel",and introduces the relevant core concepts and theories in the research process of this paper.Through the introduction of performance management theory,human resource management theory and new public service theory,this paper comprehensively combs the current situation of administrative efficiency improvement of Zhenfeng County Tax Bureau under the background of "digital personnel".By continuously deepening the "seven modernizations",the tax bureau of Zhenfeng county has promoted the continuous improvement of the image of tax cadres,the steady improvement of the promotion and application of the tax enterprise interaction platform,the continuous optimization of the business environment,and the improvement of administrative efficiency according to law.At the same time,under the background of "digital personnel",there are still some difficulties in the administrative efficiency construction of Zhenfeng County Tax Bureau,such as inadequate system publicity,"fragmentation of" digital personnel "management information data,inadequate internal construction,imperfect evaluation system,and insignificant results.The main reasons are: backward personnel management concept,imperfect policy and system guarantee,need to be improved performance culture construction,and unreasonable performance evaluation indicators.By comparing the experience and practice of Yunnan tax bureau and Ningbo tax bureau,this paper puts forward some countermeasures to promote the administrative efficiency construction of grass-roots tax system under the background of "digital personnel": that is,to improve the supporting system of personnel digital management;Stick to the value orientation of effective government and strengthen the construction of government capacity;Improve the index system of "digital personnel" system;Strengthen the application of results and improve the administrative ability of tax cadres.
