In order to fully implement the Party’s organizational line in the new era,optimize the structure of the cadre and strengthen the cadre assessment and management,the digital personnel system has be developed and fully promoted by the State Administration of Taxation.The aim is to cover personnel information and regular assessments through the internet platform,and to establish a personnel management system that integrates convenient management,cadre development,and optimization of evaluations.After a long period of application and improvement,the Digital Personnel System has become an essential application for tax cadres in their daily work and evaluation.Using methods such as questionnaire surveys,Analytic Hierarchy Process(AHP)and Fuzzy comprehensive evaluation,this article studies and evaluates the effectiveness of the Digital Personnel System in the tax bureau of Q district in Baotou city,and solves the problems discovered during the evaluation process.Firstly,a questionnaire was designed using the Smith Policy-Implementation-Processing to understand the basic situation of the Digital Personnel System usage in the Q district tax bureau,and to analyze the problems that exist.Secondly,an expert team was formed within the Q district tax bureau to use analytic hierarchy process to screen the indicators that affect the effectiveness of the Digital Personnel System,and to assign weights to them.Finally,using fuzzy comprehensive evaluation,the effectiveness of the Digital Personnel System in the Q district tax bureau was evaluated,and the evaluation level was rated as "good".Based on the above research and analysis,the fundamental reason for the limited role played by the Digital Personnel System in the Q district tax bureau and its "good" rating were determined.Finally,targeted countermeasures were proposed for the problems identified in the research and the problems exposed during the system evaluation from five major aspects: emphasize the application of results,enhance the recognition of tax officials,simplify work flow,enrich learning materials,and optimize system design.Through the above empirical research and analysis,the evaluation results of the effectiveness of the Digital Personnel system in the tax bureau of Q district in Baotou city were obtained,and countermeasures were proposed to improve its application and cadre management capabilities.In order to improve the effect of applying Digital Personnel in Q District Taxation Bureau,enhance the digital management level of taxation department and promote the continuous development of taxation work.
