2001,our country is put forward for the first time in the individual provinces pilot implementation of the change of the relocation project for poverty alleviation,by 2015 China will change of poverty alleviation and move as one kind of important measures of poverty,poverty alleviation works until 2020 our country implements won much starker choices-and graver consequences-in period to move a population of 9.47 million people,in so far,the change of poverty alleviation move change of community has been on the increase in the number of poverty alleviation move,This means that in the context of consolidating the achievements of poverty alleviation in the new era and vigorously developing rural revitalization,the study on the governance of relocated communities in inhospitable areas has gradually become an important subject worthy of study in the academic world.The relocated communities in inhospitable areas studied in this paper refer to the types of communities in which the registered poor households living in places where "one land and water cannot support one person" are relocated for the purpose of disaster avoidance,poverty reduction or ecological environment protection under the promotion and implementation of the national relocated policies for inhospitable areas.Change of poverty relief after the relocation of community governance,in the move from different crowd gathered at a site,the habits and customs of different locations to blend together,live together in a community residents’ basic are not familiar with each other,move out after moving out to more should pay attention to the change of poverty alleviation and community residents to participate in governance problems,In this way,timely and targeted measures are taken to solve the problems in the governance process of the relocated communities in inhospitable areas and improve community governance capacity.This paper selects M Community,a relocation community for poverty alleviation in Inhospitable areas of Guizhou Province,as the research object,combines the theory of good governance and community development,and adopts research methods such as literature method,questionnaire survey method,case interview method and participatory observation method to understand the formation background of the relocation community for poverty alleviation in inhospitable areas.It includes the policy content,community construction and community governance of relocated communities.Secondly,based on the data obtained from the questionnaire survey and the situation learned from individual interviews,the problems and causes of community governance are comprehensively analyzed from the perspectives of residents and communities.The research shows that as a new type of community promoted by national policy,the current situation of residents’ participation in community governance in the process of actual governance is as follows: first,the participation rate of residents in community governance is low;Second,residents’ participation in community governance activities is not targeted;Third,residents’ access to community governance information is single;Fourth,the subjective will of residents to participate in community governance is not strong;In view of the above problems,this paper analyzes the existing problems of residents’ participation in the governance of the relocated communities in inhospitable areas: first,residents’ passive participation in community governance;Second,the age structure of residents participating in community governance is unreasonable;Third,the lack of effective communication between communities and residents;Fourth,residents’ participation in community governance activities is single.In the research process,it can be seen that the reasons for the above-mentioned problems of residents’ participation in governance in relocated communities are as follows: first,residents’ insufficient understanding of participation in community governance;Second,the publicity of community governance is not in place;Third,the ability of community management and service is insufficient.In order to solve the problem of residents’ participation in community governance,this paper puts forward some countermeasures,such as improving residents’ awareness of participation in community governance,community cadres’ accurate understanding of publicity policies and innovation of community management and service methods.
