Research On The Optimization Of Residents’ Participation In The Governance Of People’s Livelihood In Urban Communities

The 19 th national people’s Congress pointed out that we should comprehensively deepen the party’s service thought,optimize the government’s service mode,establish a democratic consultation mechanism,encourage the public to participate in social governance affairs and the construction of legal security system,comprehensively promote the optimization of national governance system,and strengthen the practical efficiency of national governance system.Community residents are the main body of community governance.The advantages and disadvantages of grassroots governance pattern are closely related to the level of community residents’ participation.However,from the practical effect,the degree of democratization in community governance in China is very limited,and there are many problems in residents’ participation.Therefore,this paper focuses on the related problems,carries out in-depth research and analysis,explores the causes of various problems,and finds out the targeted solutions,which has important practical significance.Based on the social capital theory and social governance theory,this paper studies the characteristics and effects of residents’ participation,and points out the problems and shortcomings of residents’ participation,Analyze the relevant reasons and put forward targeted improvement suggestions.Through empirical analysis,this paper finds that although the elevators of some unit buildings have been successfully installed,the residents have played many roles in the participation,such as: the common rationality of the residents stimulated by the rational needs of a few residents,the micro level of the community governance unit,the further accumulation of social capital,and the formation of a diversified pattern of common governance.However,there are many problems in the participation of community residents,such as: the channels of residents’ participation are not standardized,the overall participation of community residents is not high,the enthusiasm of residents’ participation is not high,and the goal of residents’ participation is biased.The reasons for these problems may lie in the lack of individual rational cognitive ability,the lack of formal norms,and the differences in the levels of social network.After the completion of the study,this paper puts forward some targeted opinions and suggestions to solve the problem of community participation,namely: changing individual rational thinking habits,expanding the scope of collective rationality,improving residents’ awareness of participation,strengthening the degree of mutual trust between residents,expanding residents’ social communication network,improving residents’ awareness of collective norms,etc.
