| Grid management is crucial for improving the governance capacity of grass-roots government and realizing the modernization of governance capacity.Since it was first adopted by Dongcheng District,Beijing in 2004,grid management has become a common tool for many cities in China to achieve scientific,standardized and intelligent management after more than ten years of development.Grid management builds a bridge of interaction between the government and citizens,but its essence is the extension of administrative power to the grassroots.Therefore,subject to the constraints of traditional management concepts and control inertia,the grid management subject is simple,and the operation of the collaborative mechanism is hindered.Urban community is the "main position" for the government to implement grid management,and the implementation effect of grid management of urban community directly affects the efficiency of government social management.In this paper,the urban community grid management in Q City was took as a research sample.The relevant staff of the grid management in Q City was visited.Different aspects were investigated and analyzed one by one to study the problems and reasons of the grid management in Q City,including funding,platform construction,grid establishment of party organizations,grid personnel composition,participation of functional departments,participation of non-profit organizations,the role of community autonomous organizations,residents’ participation,volunteer participation,etc.At present,the grid management of Q City focuses on management,control and stability maintenance.However,there are still gaps in government management and control in some areas,such as the lack of obvious leading role in party building,the imperfect management mechanism of grid personnel,the lag in grid platform construction,and barriers of the good relationship between compartments.Secondly,the lack of social participation is mainly manifested in the weak development of non-profit organizations,low enthusiasm for participation,and no participation mechanism.Furthermore,the lack of civic autonomy is reflected in the insufficient function of community self-governing organizations,the weak awareness of citizens’ active participation,and the lack of volunteer team building.In view of this,the grid management of Q city needs to transform into network governance,expand the participants,and establish a linkage coordination mechanism.First,strengthen the leadership of the government,enhance the grid management and party building,improve the construction of grid personnel,optimize the grid management platform,and straighten out the relationship between sections.Second,ensure social participation,foster a good environment for the development of non-profit organizations,establish a participation mechanism,and stimulate the enthusiasm of non-profit organizations to participate.Third,encourage citizens’ self-governance,activate the vitality of community self-government organizations,enhance citizens’ awareness of active participation,and establish volunteer service teams.In this way,a grass-roots governance system in which the government earnestly fulfills its responsibilities,collaborates with multiple parties,and actively participates in the masses will be constructed. |
