| The Third Plenary Session of the 18 th Central Committee of the Communist Party of China made arrangements for the historical task of “innovating social governance”,and proposed a new pattern of introducing multiple subjects to participate in social governance,which improved the status and role of our party in social governance.On July 6,2018,General Secretary Xi Jinping presided over the third meeting of the Central Deep Reform Commission in Beijing.The “Guiding Opinions on the Pilot Work of Building a New Era Civilization Practice Center” was reviewed and approved at this meeting.Subsequently,The Propaganda Department of the CPC Central Committee has launched the pilot work of civilized practice in the new era across the country.With the development and progress of the times,the integrated development of the construction of a civilized practice center in the new era and the innovation of social governance is an effective breakthrough for our party to do a good job at the grassroots level under the new development pattern.Party and state leaders have also discussed and explained in their speeches many times.The integrated development of the two is conducive to better playing the leading and main role of the Party in social governance and promoting the modernization of social governance.At present,the New Era Civilization Practice Center is carrying out pilot projects across the country.How to create a grid layout,menu-based services,and branded services at the grassroots level? How to organize and carry out volunteer services that are grounded,popular,warm,and relieved? The civilized practice work in the new era is leading to the depths.How to truly bring the work to the people’s side and in the hearts of the people while mobilizing the enthusiasm of the people to participate in social governance work has become a major issue for the pilot counties.From the perspective of social governance innovation,this paper attempts to analyze and demonstrate the theoretical relationship between the construction of a civilized practice center in the new era and social governance innovation under the background of urban-rural integration.Carry out certain explorations and reflections on promoting harmony and ensuring stable grassroots social governance. |
