In 2015,the central government formulated and issued relevant documents on the post and rank parallel system,and the post and rank parallel system was implemented for grass-roots civil servants below the county level.In 2019,further provisions were made on the parallel of Posts and ranks,which was fully implemented from June 1 of that year.In practice,there are still many problems in the parallel system of Posts and ranks of civil servants.Using the research methods of questionnaire and interview,this paper carries out the satisfaction survey,selects D County of S City as a case,analyzes the impact of the implementation of the parallel system of post and rank promotion on the satisfaction of grass-roots civil servants,and discusses the problems encountered in the implementation of the parallel system of post and rank promotion.Through the investigation,it is found that under the post and rank parallel system,there are still some problems,such as the lack of scientificity of the promotion and assessment system of grass-roots civil servants,the hidden "ceiling" of promotion,the unfairness and opacity of assessment,and the low treatment of grass-roots civil servants.Through in-depth interviews,we can further grasp the doubts and skeptical attitude of grass-roots civil servants towards the post and rank parallel system,and the greater mobility willingness of young civil servants.In view of this conclusion,this paper puts forward corresponding countermeasures and suggestions from four aspects: continuously improving the promotion assessment system,breaking the promotion "ceiling",strengthening the openness and transparency of assessment information and reasonably improving the treatment of grass-roots civil servants,so as to ensure the smooth implementation and development of the system. |
