On December 29,2018,the seventh session of the Standing Committee of the 13 th National People’s Congress adopted the new Civil Servant Law,which clarifies the promotion of the system of concurrent posts and ranks of civil servants nationwide.Based on HD district tax official post rank parallel incentive effect satisfaction as the research object,refer to the domestic and foreign experts and scholars on the research of the civil servants at the grass-roots level position rank parallel system theory,combined with HD area tax official post rank parallel implementation situation,explore the agency on incentive effect degree of satisfaction of grass-roots civil servants,it is through the rank promotion,the benefits of grass-roots civil servants has increased sharply,enhance the level of material treatment;Second,the system has fully stimulated the enthusiasm of grassroots civil servants,enriched the promotion route of civil servants’ ranks,and optimized the civil servants’ ranks;The third is the lack of fairness in the implementation of the system,the influence of incentives small,low social recognition.Through HD area revenue related to the personnel one-to-one in-depth interviews,preliminarily established the post rank parallel incentive effect satisfaction evaluation index system,and further establishes the HD district tax system of parallel job ranks in the civil service incentive effect satisfaction the goal and the weight of evaluation index,in the form of questionnaire survey,the incentive effect for HD area tax official post rank parallel system satisfaction research,through the statistical analysis,concludes that civil servants at the grass-roots level to the incentive effect of the system generated by the main demand,For HD area tax official position rank parallel system to strengthen the supervision strength rank promotion to ensure a fair and just,post rank system of parallel recognition,broadening the rank promotion extent promoted effect of satisfaction,strengthening the rank range rank influence several Suggestions,so that the HD area tax office daily work better.
