As the traditional efficient-oriented local government performance management practice has been unable to meet the needs of local governance under the background of multiple values,the appeal of correcting efficiency bias through public value is increasingly strong.As a carrier of public value,the public’s participation in local government performance management has become an important practice of efficiency bias correction.However,public participation in local government performance management falls into the mistake of "instrumental rationality" in practice and is regarded as a means to better improve the "efficiency" of local government performance management,which violates the original intention of public value of public participation to some extent.By defining the concepts of local government performance management,public participation and public value,this thesis holds that the role of public participation fits the development and change of administrative mode,and divides the role transformation of public participation into three development stages: "facilitator,consumer and controller".Based on the theory of public value management and "PV-GPG" theory,this thesis summarizes and constructs the framework of public participation in local government performance management based on political leadership and public value,and highlights the process of "expression,realization and creation" of public value in the practice of participating in local government performance management by the public as a value carrier.On this basis,the thesis further clarifies the core contents and types of public participation in each stage of local government performance management.This thesis selects the national performance management pilot city Hangzhou as the case analysis object.The development of performance management in Hangzhou has gone through the stages of target responsibility assessment,public satisfaction evaluation,comprehensive performance evaluation and systematic performance management,and has gradually reflected the public value orientation.By using the theoretical framework of public participation in local government performance management,and based on the data disclosed by Performance Hangzhou.com and Zhejiang Government Service Website,this thesis holds that performance management in Hangzhou has formed a public participation performance management mode guided by public value under the coordination of political leadership.By further categorizing the types of public participation in various stages of performance management in Hangzhou,it is concluded that the public participation in the current performance practice of Hangzhou has reflected the characteristics of "high participation" in the stage of continuous performance supervision,and is in the transition from "limited participation" to "high participation" in the stage of performance evaluation.However,public participation in the stage of performance strategic planning and performance result application still belongs to the type of "limited participation".Nevertheless,there are still some deficiencies in performance management of Hangzhou under the guidance of public value,which are mainly manifested as political leadership has not fully realized effective coordination,public value understanding and application is represented,and performance practice has not fully realized public value expectation.The experience and shortcomings of Hangzhou’s public participation in performance management provide an important reference for further optimizing public value-oriented public participation in local government performance management.At present,local governments should strengthen the ability of political coordination and standardize the construction of performance organization to promote the reform of public participation performance management based on public value;Optimize the public value drive,deepen the implementation of value concept;Enhance performance practice ability and create public value together. |
