An Research On The Problems And Countermeasures Of Public Participation In Government Performance Management

Government performance management is an effective tool for modern country to raise administrative efficiency, control administration cost, satisfy the public’s wishes, and increase the government visualization. The public participation is the key to making the management bring into effect; on the other hand, public also are the beneficiaries of the performance management.What is the target for some western countries to carry out their performance management is to seek after the public participation, and to a certain degree, significant efficacy were obtained through the research. For some reason, our government has fully explored the performance management in theory and practice, but our public is still regarded as supervisee for they do not play an effect role in that. In modern society, public has paid more attention to participating government’s activities, and their democratic consciousness has also been raised. As a result, for raising the level of performance management and switching government functions, it is essential to strengthen the research and exploration of people participation in government management.In our country, different forms of participation in government management has appeared in different reigns, which includes the mode like ten thousands people discussed government in 1990s, the Gansu Mode, Qingdao Mode and the Harbin Mode carried out recently etc. These typical cases are considered to be the exploration of public participation, and show the government performance management has reached a higher plane of development. In spite of some effect, the existence of so much insufficiency is obvious in every link. For instance, there is no scientific definition for public participation, some confusion appeared in participation. Meanwhile, public are lack of the consciousness of active participation as government plays a leading role in the content and way of participation. How to improve the management is an important problem in our country. The author analyzed the problem from the aspects of institution, traditional cultural influence, and enhancement of public’s consciousness, demystification of the government performance management and government’s scientific decision of participants for trying to find a reasonable and effective way for public participation.
