Research On The Work Of The Government Performance Evaluation

With the deepening of China’s reform and opening up,China not only introduces advanced production technology,but also has advanced management technology and management concept.In particular,the theory of performance management and the theory of citizen participation in the western countries and enterprises have new exploration and practice in the domestic government departments.The practice of domestic government departments also provides Chinese wisdom for the development of related theories.The political and industrial conduct appraisal is one of the channels for our government to enrich the public participation in government management.Under the leadership of the Party committees and governments,the political and industrial conduct appraisal is an activity that can promote democratic supervision of the government through the public evaluation of the work style of government departments and public service industries.In recent years,there have been different kinds of democratic and political activities in China.It’s playing an important role in rectifying unhealthy tendencies in some departments and trades,promoting the administration of the law,promoting the integrity of the Party,optimizing the development environment,and building a harmonious socialist society.Since 2005,Lucheng District of Wenzhou has been exploring the work,and has developed a more mature and more distinctive working method after years of practice.The work has expanded the way for people to participate in government performance management and participate in the supervision of government departments,which has played a certain role in promoting the improvement of government departments.However,there are still many problems in the actual process,such as the unscientific operation process,the non-standard of the operation process,the incomprehensive participation of the citizens,the intimely feedback of the results.These problems have influenced the effectiveness of the work,and the influence of public participation on the initiative,which has influenced the credibility of the government departments.Therefore,based on the theory of new public management,performance management theory,theory of public participation and government decision theory as the foundation,this paper reveals the reasons for these problems,to further improves the role of the evaluation work in government performance evaluation,further enrich the way of citizen participation in democratic supervision,and the way of government performance management.Based on the problems existing in the Lucheng district of Wenzhou,the paper puts forward some measures to improve the performance and level of the government’s political and industrial action from the perspective of 360-degree performance evaluation and public participation,including improving the scientificalness of the program,strengthening the standardization of process operation,enhancing the adequacy of democratic participation,and strengthening the effectiveness of government decision-making,so as to make the evaluation work more reasonable,more standardized,more objective and more effective in the decision-making of government,and provide reference for the government departments in the actual operation.
