Research On The Implemrntation Of "Children’s Home" Policy From The Prespective Of Smith Model

The policy of Children’s home is one of the policies of caring for children launched by governments at all levels under the guiding spirit of caring for children’s growth by The State Council.On the one hand,through the implementation of the Children’s home policy,it can provide policy support for children to have places and equipment for entertainment,leisure,learning and protection after school.On the other hand,children are the hope and the future of a nation,the Children’s home policy is the government to the country to cultivate determination beams of the motherland in the future,it is also an important channel,promote national care for children on children’s attention,reveal nation to build growth environment,promote the well-being of children’s health is of great significance.In this paper,by means of field investigation and interview,the present situation of the implementation of the Children’s home policy in A town of J county is taken as the research object,and Smith’s policy implementation process model is selected as the analysis framework,starting from the four elements of idealized policy,executing agency,target group and Policy Environment.This paper makes an in-depth study on the current situation of the implementation of the policy of Children’s home.The study found that in the process of implementing the Children’s home policy in town A,there are still some problems,such as the imperfect policy system,the low execution ability of the implementing agencies,the low participation of the target groups,and the obstacles in the policy implementation environment,The main reasons for the above problems are the defects in the top-level design,the restrictions on the executive power of the executive body,the low policy identity of the target group,and the multiple constraints on the executive environment.In order to more effectively promote the implementation of the Children’s home policy,we must continuously deepen the scientific nature of the policy,strengthen grass-roots research and policy support,and promote the implementation ability of the main body of policy implementation,to further explore a system of dedicated personnel management and strengthen the training of policy implementers;to increase the sense of identity of the target group,strengthen the guidance of children’s behavior and increase children’s participation from various angles;and to further optimize the environment for policy implementation,we will strengthen the construction of communication platforms,strengthen the integration of social funds with public finance,and strengthen economic development in backward areas.
