| It is the consistent strategic policy of the Communist Party of China to adhere to the comprehensive and strict governance of the party.It is an important way to eliminate the breeding ground of corruption and keep the political body of the party and the country healthy.Although a lot of research achievements have been made in anti-corruption at home and abroad,the existing research focuses on the disciplinary aspects of violations of discipline and law,the prevention of violations of discipline and law is relatively weak.In particular,since the definition of the “Four forms”in the “Regulations on supervision within the Communist Party of China”adopted by the Sixth Plenary Session of the 18 th Central Committee of the Communist Party of China,the theoretical research on how to precisely regulate the application of the “Four forms”of supervision and discipline enforcement is still lagging behind the needs of practice,and the prevention and treatment of Party Members’ and cadres’ violation of discipline and law lacks a systematic study from the perspectives of prevention,supervision and punishment.Therefore,this paper adhere to the idea of prevention and control,focusing on prevention-oriented,from the prevention,supervision,punishment and other dimensions of the grass-roots Party cadres violations of discipline and law prevention mechanism optimization.This article mainly uses the case analysis method,the interview method,the descriptive analysis and the standard analysis method,takes the system prevention theory and the Chinese Communist Party inner-party supervision theory as the analysis frame,taking the implementation of “Four forms”of supervision and discipline enforcement in Q district of N city as an example,this paper studies the prevention and treatment mechanism of theIII basic-level Party members and cadres’ violation of discipline and law.The study holds that Q district of N city has initially established a prevention and treatment mechanism for the violation of discipline and law by grass-roots Party members and cadres,and the implementation of the “Four forms”of supervision and enforcement of discipline has achieved remarkable results,but there are still some problems,such as the application of the first form needs to be improved in its scope and accuracy,the form and content of the education of clean government and the education of warning need to be enriched,the overall coordination between the “Four supervision”needs to be strengthened,and the supervision and education of warning for the “Key minority”needs to be put in place.The main reason is the lack of a comprehensive prevention mechanism and a strong monitoring and disciplinary mechanism,as well as the lack of ideological attention,methods and methods are not in place,and human resources are not matched.Therefore,it is suggested to optimize the prevention and treatment mechanism from the aspects of prevention,supervision and punishment.First,an all-round preventive mechanism should be set up.By optimizing the “First form”,applying the system of training and guidance,establishing the system of honest and clean government education with the participation of the whole people,perfecting the system of discipline inspection and supervision laws and regulations,and implementing the system of annual measurement of Party members and cadres’ honest and clean government regulations,etc.,the system network of weaving density prevention.Second,improve a strong supervision system.We will fully perform our supervisory duties by improving the “Supervisory list once a month”system,matching and strengthening the supervisory force,giving full play to the supervisory role of the masses,and optimizing the supervisory system of the “Key minorities”.Third,we will strengthen the strict disciplinary system.By improving the professional quality of the trial staff,further enhancing the awareness of procedures and efficiency,promoting the quality of cases through inspection,and increasing the intensity of public exposure of typical cases of violations of discipline and law,the violators of discipline and law will be duly punished.Fourth,we should increase the number of reasonable internal organs.The existing institutional set-up was further optimized through the establishment of preventive education rooms,policy advice and psychological stress rooms.Fifth,improve the inter-departmental cooperation mechanism.Through giving full play to the role of the anti-corruption coordination group,promoting the coordination of the “Four supervision”as a whole,and improving the overall supervision pattern,multi-sectoral cooperation will be promoted and work synergy will be formed. |
