| Villagers’ autonomy as a great creation of new China has been carried out for more than20years, although it has got great achievements, it has also caused a number of problems. In recent years, there’s a widespread concern over the issue that more and more village cadres rebel against laws and regulations frequently and seriously. Therefore, taking precautions against that is beneficial to the development of Chinese villagers’autonomy, and even has great significance and practical value to the country’s grass-roots democracy.The article will analyze and induce the prohibited behavior of village cadres in the aspects of political, economic and life, lay stress on the analyses of internal and external causes which trigger village cadres rebel against laws and regulations. The underlying causes include the poor quality of Village cadres, the defect of Management system, the drawback of Operation mechanism etc; external causes include the weakness restriction of villager, the ineffective supervision of higher level and the absent supervision of third-party. Thus it’s necessary to build a prevention and punishment system which supervises the whole constantly throughout the process. This control system is divided into three stages. In the prevention stage, relevant departments or leaders should pay attention to the character training of village cadres, meanwhile they should also Set up relatively perfect security system; In the control stage, we mainly through the broad participation of the masses, the higher and third-party to achieve the purpose of surveillance; In the punishment stage, government should give those village cadres who rebel against laws and regulations severe punishments to reach the purpose of education and deterrence.Preventing and controlling the village cadres who rebel against laws and regulations is a complex and systematic project, which needs the broad participation of various agencies. This article tries to find an effective way to control the lawbreaking behavior of the village cadres, in order to promote the development of Villagers’ autonomy and the Country’s grass-roots democracy. |
