Grass roots governance is the cornerstone of national governance.The 19 th National Congress of the Communist Party of China put forward the strategy of Rural Revitalization.Talents are the key to comprehensively promote rural revitalization.For grass-roots village level governance,the relationship between cadres and the masses,values and governance difficulties have changed greatly before and after the tax reform,and the trend of pluralistic coordination is more obvious.Rural governance requires village cadres as the main force,because they shoulder the heavy burden of rural economic development,serving the villagers and stabilizing rural order.Improving the quality and ability of village cadres plays an irreplaceable role in stimulating governance power,enhancing governance interaction,ensuring orderly governance and realizing governance integration,and determines the final effect of rural governance.Based on the investigation of Y village in Nantong City,this paper takes village cadres as the research object,defines the concepts related to village cadres and governance ability,takes collaborative governance theory and competency theory as the guidance,and then combs the relevant data from multiple angles by using research methods such as literature method,observation method and interview method.Through the elaboration of the rural governance crisis after the tax reform and the summary of the Rural Revitalization Strategy on the ability requirements of village cadres,and then based on the general ability framework standard of national civil servants,combined with the connotation of the ability index system constructed by different students through the ability and quality model and competency model,different types of abilities are extracted,summarized and integrated according to the actual needs,and finally formed from personal quality and ability This paper analyzes the basic framework of village cadres’ governance ability from four aspects: organization and coordination ability,resource acquisition ability and planning leadership ability.Combined with the basic situation of Y village cadres,post division of responsibilities,overall governance structure and other data obtained from field research,this paper further expounds the abilities in four aspects.Through the in-depth investigation and analysis of its governance ability,it is found that there are still many problems in the governance process,such as low quality of cadres,weak organization and coordination,limited resource integration and single planning leadership.This is not only the weakness of the governance ability of village cadres,but also one of the main factors restricting the development of Y village.The analysis of its influencing factors is mainly manifested in the lack of concept,insufficient mechanism,unclear function and improper method of village cadres in the process of governance.Based on this,in order to further tap the multi collaborative governance ability of village cadres,the author puts forward countermeasures and suggestions from the perspective of multi collaborative governance,in updating the governance concept,improving the governance mechanism,clarifying the governance functions and improving the governance methods,in order to effectively improve the governance ability of village cadres,cultivate talents to meet the needs of collaborative governance,and make the governance ability of village cadres meet the needs of rural governance.At present,the traditional countryside is constantly changing to a new countryside,and the requirements for the governance ability of village cadres are also changing to high quality.Village cadres should keep up with the development of the times,adapt to the needs of the times,improve their governance ability,and provide villagers with better services from the perspective of multiple synergy.
