Problems And Countermeasures Of Com Munity Grid Management Take Changzhou High-tech Zone As An Example

Since the third Plenary Session of the 18 th CPC Central Committee proposed that "we should improve the social governance mode,innovate the social governance system,take grid management and socialized service as the direction,and improve the grass-root comprehensive service management platform",grid management in community governance has made great progress.Especially during the epidemic prevention and control period,the CPC Central Committee used the community grid system to make efficient instructions on epidemic prevention and control,which became an important tool for the success of epidemic prevention and control.Urban community depends on its own social governance and service layer potential ability,community grids management system basic formation,has realized the basic office work mode from extensive to fine,focus shift from mainly management primarily to the service,job resources from all give priority to to how to change,opened the working pattern,promotes the reform of urban grassroots community governance system innovation.However,in the practical work of social grid management,many problems have been exposed,such as the inability of urban communities to provide enough management resources on the one hand,and the inability to create necessary governance space on the other hand.Therefore,it is necessary to further promote the modernization goal of community governance,that is,to optimize the grid management system,including its structure,organization and function,on the basis of forming rational thinking and the ability to acquire resources.Based on the theory of community governance,the theory of seamless government organization and the theory of fine management,this paper discusses the development of grid-based management in Changzhou High-tech Zone.The problems of grid-based community management are analysed by comprehensively discussing the basic situation and work practices of grid-based management in high-tech zones.The research found that the current phenomenon of prioritizing management over services is relatively prominent in the high-tech zone,the quality of personnel of grid-based management is uneven,the information system of grid-based management is insufficiently developed,and the enthusiasm of diverse entities of the community to participate in the management is inadequate.Through unfolding of the above mentioned issues and through cause analysis,in combination with the actual circumstances and resource conditions of the high-tech zone,this paper proposes countermeasures to strengthen the grid-based management in the post-pandemic era,by strengthening the basic infrastructure of the grid-based community,building a high-quality grid work team,increasing the investment in community informatization,building a diversified interactive management mechanism,and consolidating the legal guarantees of urban community governance.This paper improves the working level of the grid-based management of the high-tech zone,and provides some experiences and references for other community management.
