Since the reform and opening up,my country’s ex-situ poverty alleviation and relocation workers have made great achievements from the initial exploration stage to the overall promotion stage,and then to today’s policy strengthening stage.For the first time,ex-situ poverty alleviation and relocation was proposed as an important batch of "five batches" of poverty alleviation measures.During the period,the general idea of poverty alleviation and relocation,moving out areas and objects,relocation methods and resettlement methods,main construction tasks,capital calculation and financing,operation modes,relocation progress and investment arrangements,poverty alleviation development and security measures for the relocated population,etc.To solve the problem of poverty alleviation and development of poor people in poverty-stricken areas.2020 is the year of acceptance of my country’s targeted poverty alleviation strategy.With the arrival of the "post-poverty alleviation era",the follow-up livelihood of the relocated population in the resettlement area has not yet achieved stable development,and the risk of returning to poverty still exists.To solve the subsequent livelihood problems faced by the relocated farmers,it is necessary not only to stimulate the self-motivation of the relocated farmers from within,but also to provide follow-up assistance and policy guarantees from the government,poverty alleviation enterprises,and various social participants.This paper adopts the Sustainable Livelihood Analysis Framework(SLA)proposed by the UK Department of Overseas Development(DFID)to conduct an empirical study on the livelihood changes of rural households resettled in the city by ex-situ poverty alleviation in J Village,N County.First,through on-the-spot research on the relocated places and resettlement sites,we fully understand the resettlement mode of relocation,the relocation process,and the livelihoods of farmers in the resettlement area after relocation,and analyze the vulnerability background of the relocation in Village J through a superficial analysis.Secondly,based on the Sustainable Analysis Framework(SLA),conduct operational research on the five livelihood capital sectors of the relocated farmers,including human capital,natural capital,physical capital,financial capital,and social capital,and select different indicators to design questionnaires according to the actual situation of farmers.Using questionnaires and interviews and other methods to obtain detailed data and materials,and analyze the changes in livelihood capital of the relocated farmers before and after the relocation.The research results show that the livelihood capital of the relocated farmers has changed greatly after the relocation,and the livelihood capital is in an unbalanced state.After the relocation for poverty alleviation and relocation,the farmers face certain livelihood risks,and their vulnerability increases,resulting in new livelihood problems.In situ poverty alleviation and resettlement population in cities is an important subject to improve the urbanization rate.In-depth analysis of the underlying causes of the new livelihood problems of farmers under the change of livelihood capital is of great significance for the construction and improvement of their follow-up livelihood security system.The fourth chapter of this paper mainly analyzes the factors that cause the new livelihood problems of the relocated farmers from the internal factors,external environment and objective conditions.At the end of this paper is the summary and discussion part,from the micro to the macro,and innovatively puts forward suggestions to improve the follow-up livelihood ability of the relocated farmers,which has a certain significance for promoting the sustainable development of the livelihood of the relocated people in the border areas of ethnic minorities in my country and accelerating the process of urbanization.At the same time,lay a solid foundation for the smooth development of rural revitalization work.
