In recent years,with the in-depth development of economic globalization and the continuous improvement of China’s socialist market economy,the number of market subjects has increased rapidly,the economic operation mode is more complex and changeable,and the market supervision is facing great challenges.In order to further improve the development order of market economy,create a fair competition environment,safeguard the vital interests of the masses and promote high-quality social and economic development,China began to start the reform of market supervision system.After the Third Plenary Session of the 18 th CPC Central Committee proposed to carry out market supervision reform with changing the system and unified supervision as the core,all localities will carry out pilot market supervision reform at the district and county levels from bottom to top while keeping the market supervision functional departments above the municipal level unchanged.After the Third Plenary Session of the 19 th CPC Central Committee,with the establishment of the State Administration for Market Regulation,China began a new round of top-down market supervision reform,and market supervision departments at all levels have been listed and established.By the end of 2019,the reform of the national market supervision system will be basically completed,forming a new pattern of large market,large supervision and large service.The market supervision department has greatly improved the supervision efficiency through the effective integration of personnel and functions,but there are still many problems in the process of performing their duties.Taking the Market Supervision Bureau of Tianning District of Changzhou as the research object and improving market supervision as the research goal,this thesis deeply analyzes the current situation and performance results of grass-roots market supervision departments in the main urban areas of second and third tier cities after the new round of market supervision reform,analyzes the current problems and looks for solutions.This thesis combs out the main problems existing in the current Market Supervision Bureau of Tianning District,such as personnel mismatch,high risk of performing duties,large supervision resistance and so on.Through further induction and analysis,it is concluded that the above problems are mainly caused by factors such as inadequate personnel transfer allocation,difficult grass-roots undertaking,local government work affecting the performance of market supervision functions and so on.At the same time,according to the local actual situation,this thesis puts forward feasible countermeasures and suggestions from the perspective of talent team,supervision mode and division of powers.
