For recent years,China government has always been seeking effective ways of the reformation of the market supervision departments.The forms of integration,reorganization and comprehensive setting have been adopted for achieving the goal of unified market supervision and standardization of market order,building a unified law enforcement team.In March 2018,according to the Party and state’s reform plans,,the national market supervision and administration bureau,as a department directly belonging to the state council,was founded.Provinces,cities,districts and counties have also promoted the reformation of the market regulation system.The reconstruction of the market supervision system is of great significance to the administrative law enforcement in the field of market supervision under the new situation.The exercise of discretion,as one of the core concepts of administrative law enforcement,plays an important role in the process of administrative law enforcement of the newly established market supervision department.Although the existing legal system and department management have certain regulations and norms on administrative discretion in the field of market supervision,they still fail to keep pace with the times and adapt to the current regulatory situation.Combined with the current regulatory reform and optimize the business environment background,the current situation of exercising discretion in administrative law enforcement after the reform of market supervision department in county F was analyzed.According to the diversified subjects such as regulatory departments,regulatory subjects and service objects,suggestions were put forward in the forms of the refinement of legal standards,the strengthening of regulatory system,the standardization of execution procedures,and the joint play of internal and external functions.All these suggestions aim at regulating the exercise of administrative discretion in market supervision under the reformation background.
